The incumbent of this position serves as the Diversity, Equity, Inclusion and Accessibility (DEIA) Program Manager with responsibility for development and implementation of diversity and inclusion strategy, program elements and deliverables for the Department of Defense Office of Inspector General (DoD OIG).

Duties

Responsible to develop, monitor, and maintain the strategic direction, implementation and alignment of the DoD OIG’s diversity and inclusion initiatives. Works with DoD OIG internal and external stakeholders on matters of program and policy that attract, recruit, develop and retain a high quality and diverse workforce and institutionalizes diversity and inclusion throughout the agency. Formulates the DoD OIG position on workforce diversity and inclusion matters, develops policy and program direction. Monitors diversity and inclusion activities to assure synchronization, efficient communications and timely detection of issues/problems. Develops, recommends and coordinates DoD OIG diversity and inclusion funding requirements. Responsible for producing clear and concise documentation in support of the DoD OIG Diversity and Inclusion mission. Execute activities in accomplishment of the DoD OIG Inclusive Diversity Strategic Plan and Strategic Implementation Plan. Conducts research, analytical reviews and benchmarking to assess diversity trends and issues. Leads or facilitates diversity management training and develops/assists in the development of curriculum when required.

Requirements

  • Must be a U.S. Citizen.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience: You must have at least 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as: Thorough knowledge of diversity management trends and best practices. Proven ability to research, analyze and apply current findings and activities in diversity management. Demonstrated ability to conceive, plan and manage diversity programs. Experience providing analysis, advice and coordination on diversity and inclusion issues and concerns; and developing recommendations for senior level management concerning diversity and inclusion program objectives. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education cannot be substituted for experience at this grade level.
