This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Office Assistant Secretary of the Army, Deputy Assistant Secretary of the Army, Office of the Deputy Assistant Secretary of the Army (DEC) Future Operations Directorate, located in Arlington, VA.

Duties

Interfaces Security Assistance activities and cases, in areas of Foreign Military Sales, Excess Defense Articles, Title 22 leases, foreign disclosure, technology transfer, program protection, export licensing and export policy. Serves as the technical expert on international cooperative research, development, acquisition and logistics support activities for assigned countries. Coordinates the scheduling of Security Cooperation Forum and key cooperative meetings for countries in assigned region and ensures the topics to be discussed are based on the current and projected initiatives with the specified country. Provides status of all project programs to Regional Branch Chief, Director of Partner Relationship Management, the DASA DEC, and other senior leadership for assigned countries.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Program Management within 60 months of entrance on duty.
  • Selectee must be able to obtain and maintain a Secret security clearance.
  • Business travel required up to 35% of the time.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience at the next lower grade NH-02/GS-11 or equivalency which includes: (1) Provide guidance and direction on FMS cases that require review and coordination; (2) Analyzes, coordinates and prepares management and technical reports on international projects and programs; (3) Organizes, coordinates, and implements effective meetings, workshops, or other forums designed to foster understanding and coordination; (4) Analyzes, coordinates, and recommends policy options procedural guidance to senior leadership and other organizations in regards to Armaments Cooperation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
