The primary purpose of this position is to serve as an Aerial Port Cargo Scheduler Supervisor with responsibility for managing personnel and processes associated with the operation of the assigned section and attendant services.
Duties
Plans, organizes, and supervises cargo scheduling activities. Develops goals and objectives that integrate organization and APS cargo scheduling objectives.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents the cargo scheduling/load planning section with a variety of installation and functional area organizations.
Reviews daily flying schedules for forecasted missions with special interest on routings and capability forecast worksheets depicting space blocks of high priority cargo/passengers.

- Work occasionally requires travel away from normal duty station.
- May be required to perform hazardous material and joint inspections.
- May be required to work an uncommon tour of duty which includes shifts other than days, and may include holidays, weekends, and rotating shifts.
- Duties may require incumbent to work in inclement weather.

- This is a Supervisory Position. A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions.
SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL APPLICANTS: Current Federal Employees must have at least one (1) year of specialized experience at the GS-08 grade level, or equivalent in other pay systems. Examples of specialized experience includes knowledge of hazardous and/or explosive cargo movement procedures and compatibility, and skill in planning and safely executing air cargo loading, including Aerial Port Expeditor and load team chief duties. Knowledge of safety and security regulations, practices, and procedures.
SPECIALIZED EXPERIENCE FOR CURRENT NON-FEDERAL APPLICANTS: Non-Federal employment applicants must have at least one (1) year of specialized experience at the GS-09 grade level, or equivalent in other pay systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. FOR CURRENT NON-FEDERAL APPLICANTS: Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of safety and security regulations, practices, and procedures.
2. Knowledge of instructions governing rules and procedures for proper handling, special restrictions, compatibility, and documentation requirements for cargo and mail with general, hazardous, explosive, and sensitive characteristics.
3. Comprehensive knowledge of theory, concept and principles of aircraft weight and balance.
4. Ability to utilize automated systems in support of accomplishing unit goals and objectives.
5. Ability to obtain and maintain Airlift of Hazardous Materials Inspector Course and Load Planning certification.
6. Ability to interpret and apply the Technical Orders and Instructions pertaining to air transportation and to determine cargo and passenger carrying capabilities of military or commercial contract aircraft to obtain maximum utilization of aircraft capacity.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
