The primary purpose of this position is to serve as an aircraft load planner/scheduler and inspector responsible for selecting cargo and pre-planning for control and timely movement through the aerial port to numerous foreign and domestic destinations and utilizing extensive knowledge in determining the precedence, priority, date of receipt, critical selection (size, weight, cube, commodity, and special handing codes), weights and balances of various types/configurations of aircraft.
Duties
Screen backlog listings of cargo and determines the proper "next available" to be loaded for air shipment maintaining cognizance of channel, priority, date received, size-weight-cube, commodity code, etc.
Utilize a variety of computer systems and manual methods to load plan and manifest aircraft loads.
Coordinate cargo movement on Department of Defense (DoD) controlled and foreign aircraft moving Foreign Military Sales (FMS) cargo.
Identify documentation discrepancies during review of reports and corrects or forwards to appropriate function for corrective action.
Develop, plan and conduct training on the concepts, policies and procedures related to cargo movement.

- This position is subject to provisions of the DoD Priority Placement Program
- Must have the physical ability to inspect and coordinate movement of cargo on load stands, mechanized finger docks, multi-level storage grids, high-lines, and/or K-Loaders.
- Position requires lifting and carrying items weighing up to 70 pounds and ability to climb using both arms and legs (i.e. climbing ladders).
- Must satisfactorily complete a pre-employment physical before entrance on duty, unless otherwise exempt.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements for 2144 series & Group Standard for Technical & Medical Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least year of specialized experience equivalent to the GS-07 level which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and that is typically in or related to the position being filled. Specialized experience is experience which may have been gained while assisting perform work in controlling or scheduling the movement of cargo into, out of, or through one or more terminals in the proper amounts and time sequence in relationship to the priority of the cargo, the terminals' ability to accommodate the cargo and/or the carriers' ability to move the cargo.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of the Air Transportation system, Air Terminal Operations, aircraft load planning, Capability Forecasting and terminal inventory and instructions, regulations, directives governing aircraft load planning and manifesting cargo.
2. Knowledge of hazardous and/or explosive cargo movement procedures and compatibility.
3. Knowledge and skill in planning and safely executing air cargo loading, including Phase II Planning/Loading duties.
4. Knowledge and ability to operate several computer systems, to include, but not limited to Cargo Movement Operations System (CMOS), GATES (or equivalent tracking system) and Microsoft Office.
5. Skill in load planning various types and sizes of cargo that can be transported by aircraft.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
