Duties

The Department of Energy's (DOE) Office of Economic Impact and Diversity is looking for a dynamic, innovative, seasoned executive to lead the Minority Business and Workforce Division and Minority Educational Institutional Program Division, including programs and staff, in accordance with the Office of Minority Economic Impact legislation, Section 641, Title VI, Part 3 of the National Energy Conversation Policy Act (Public Law 95-619). As the Deputy Director of Minority Programs you will: Advise the Director, Office of Economic Impact and Diversity (ED) and DOE senior leaders on the effect of energy policies, regulations, and other actions of the Department on Minority Business Enterprises (MBEs) and Minority Serving Institutions (MSIs) and on ways that MBEs and MSIs are afforded opportunities to participate fully in energy programs. Develop policies and supporting participation of minority-serving educational institutions, communities, and businesses in the energy sector; ensuring compliance with internal and external civil rights requirements; maintaining an effective equal employment opportunity program; executing the DOE Diversity, Equity, Inclusion, and Accessibility Strategic Plan; and leading DOE initiatives related to science, technology, engineering and mathematics (STEM) education, workforce development, economic development, and climate change awareness. Develop and implement the Departmental strategic initiatives and goals in carrying out the business, economic development, innovation, and socio-economic research provisions of the Office of Minority Economic Impact legislation. Work closely with private sector stakeholders, including financial institutions, universities, membership organizations, trade groups, philanthropic organizations and networks, and organizations that support BIPOC and underrepresented businesses to develop programs and initiatives to accelerate BIPOC participation in the energy transition. Serve as the Departmental senior staff point of contact for STEM programs and efforts, particularly those with an entrepreneurial component. Work directly with executive-level personnel at DOE Headquarters, program offices (including the Office of Technology Transitions), field offices, DOE National Laboratories, contractor organizations, non-governmental organizations, and minority businesses interested in developing, coordinating, and carrying out minority business economic development, innovation, and socio-economic research programs. Serve as the Departmental senior staff point of contact for minority businesses of all sizes and related energy workforce interests, as well as external energy policy experts as it pertains to engaging BIPOC communities in the overall energy sector. Recommend and implement, as appropriate, efforts designed to strengthen the engagement of these outside interests in all applicable DOE and national energy programs. Collaborate with Federal agencies having responsibilities related to energy, commerce, or labor to maintain currency in all aspects of business development and management. Work directly with members of Congress, Congressional staff members, senior executives and appointees at other Federal agencies, and state and city government officials to plan and execute placed-based initiatives that support the development and participation of MBEs and MSIs in energy production, business opportunities and related activities. Work directly with executives of major corporations having a significant role in the energy sector to facilitate development of public-private partnerships that support DOE efforts. Prepare budget planning and justifications for MBEs and MSIs , economic development actions, innovation, and socio-economic research programs; and performs contract management and oversight functions, including preparation of contract/grant justifications for designated programs. Provide budget and planning justification input to ED's Principal Deputy Director and Budget & Program Evaluation Division. Provide budget and planning justification input for minority educational initiative and performs contract, grant and funding opportunity oversight functions, including preparation of contract/grant justifications for designated program priorities and initiatives. Provide full leadership and direction to the Minority Business and Workforce Division and Minority Educational Institutional Program Division.

Qualifications

They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. 1: Leading Change: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. 2: Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 3: Results Driven: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4: Business Acumen: Ability to manage human, financial, and information resources strategically. 5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered. MTQ 1: Demonstrated experience in developing and executing strategies, programs, and initiatives in partnership with a wide range of State government, local government, Tribal government, private sector, educational institutions, and other relevant stakeholders, including programs delivering benefits to minority communities. MTQ 2: Demonstrated experience managing and motivating a diverse workforce (including professionals and support staff) within a complex and dynamic organizational environment, while enforcing laws, regulations, and organizational guidelines. MTQ 3: Ability to communicate effectively and persuasively both orally and in writing with senior level government officials, functional and program managers, subject matter experts, educational institutions, and key industry representatives.
