You will serve as a Human Resources Specialist (Labor Relations/Employee Relations) in the CIVILIAN HUMAN RESOURCES DIRECTORATE of NAVFAC OSF.
2 vacancies will be filled within the local commuting area at one of the following locations. Candidates who live in the DC commuting area will be expected to regularly report to the WA Navy Yard and may be offered telework and other flexible work arrangements.
Duties
You will plan negotiating strategies by analyzing labor management issues and provide guidance to the NAVFAC Labor and Employee Relations Community.
You will inform and assist managers in the application of civilian personnel policies and procedures in employee relations (e.g., discipline, grievances, appeals, fair employment practices, performance management, attendance and leave, etc...).
You will present the impact of potential decisions on strategic plans to an audience with multiple areas of expertise.
You will develop evaluation strategies to measure a human resources organization's effectiveness in meeting program requirements.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR THE GS-13 POSITION: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting bargaining unit agreements, Labor-Management statute requirements, and Federal Labor Relations Authority processes and proceedings, provide technical guidance and direction to address Unfair Labor Practices, participate in mediations, negotiated grievances, and arbitrations; 2) Advising on employee relations issues such as doctrine of progressive discipline, adverse actions, performance-based actions, performance improvement plan, administrative grievances, and Merit Systems Protection Board hearings; 3) Assisting in drafting policy and providing staff guidance on LR/ER issues; 4) Creating reports, charts, graphs, trend analysis, and makes recommendations for course correction.
