This position is located in the Division of Infrastructure, Environment and Private Sector, Department of Compact Operations (DCO), Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-14/15, MCC uses a pay banded system to compensate employees. This position is pay band 3b/3a which is generally equal to GS-14/15. The first cut off for referral of applications is 10/13/2023. Applications will be referred until a selection is made or on the closing date.

Duties

Directs and/or participates in a variety of assignments associated with the management and oversight of the design, development, and implementation of energy sector programs and projects in MCC Compact and Threshold programs. Prepares plans for energy sector programs and projects in development and in implementation including overall project scheduling, budgeting, change management, contract administration, and project controls. Directs and/or participates as a member of multi-disciplinary country overseeing country programs involving projects in one or more of the following energy sub-sectors: generation, transmission, distribution, off-grid, Public Private Partnership (PPP) framework modalities, policy and institutional reforms including regional energy markets, etc. Provides guidance and leads complex regional energy infrastructure and market projects that will require coordination with regional and multilateral institutions, governments, development partners and stakeholders by working with multiple countries concurrently. Oversees projects in context of complex political, environmental, social, and health and safety contexts or other variables and unknowns affecting planning, design and operational criteria and often-present critical challenges with respect to costs and economics. Leads and/or participates in the design and development of Compact and Threshold programs including, but not limited to: technical assessment of constraints analyses, concept papers, and proposals; collection and analysis of data and information to finalize proposals; coordination with consultants on feasibility assessments and on project appraisal; carrying out assessments to establish project viability and implementability; drafts portions of the internal investment memorandum and other decision documents, supports such inputs with appropriate analyses and supporting studies. Works closely with the in-country counterparts and contributes to the exchange of information, co-learning, and constructive dialogue that is needed for the MCAs to fully understand MCC policies, standards, and requirements. Reports on project-related implementation risks, providing leadership on risk management plans and risk analyses for MCC management. Prepares relevant documentation and reports during implementation of projects. Provides analysis and interpretation of country performance data. Develops, consolidates, and/or prepares briefing and background materials on infrastructure and integrated projects, issues, and topics. Performs related duties as assigned.

Qualifications

To qualify for pay band 3b applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4a (GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: assisting or participating in projects in one or more of the following energy sub-sectors: generation, transmission, distribution, off-grid, Public Private Partnership (PPP) framework modalities, policy and institutional reforms including regional energy markets, etc..; assisting with energy sector project and program design, development, and implementation; and preparing and delivering briefings and background materials on project implementation, issues, and topics. Note: This experience MUST be well documented within your resume or application. Note: This experience MUST be well documented within your resume or application. PART-TIME OR UNPAID EXPERIENCE: Credit may be given for appropriate unpaid and or part-time work.
