This position is located in the Division of Infrastructure, Environment, and Private Sector (IEPS), Department of Compact Operations (DCO), Millennium Challenge Corporation (MCC). . This position is advertised equivalent to GS-14/15, MCC uses a pay banded system to compensate employees. This position is pay band 3b/3a which is generally equal to GS-14/15. The first cutoff for referral of applications is 10/13/23. Applications will be referred until a selection is made or on the closing date.

Duties

Directs and/or participates in a variety of complex and critical assignments associated with the management and oversight of the design, development, and implementation of Transport and Vertical Structures (TVS) programs and projects in MCC Compacts. Prepares plans for Compacts with TVS programs and provides implementation oversight and program management support to TVS projects at each stages of the project development cycle from planning, concept design, feasibility studies, detailed engineering design, and construction to commissioning as well as operations and maintenance. Leads/undertakes overall project scheduling, budgeting, quality assurance, change management, contract administration, and project controls. Directs and/or participates as a member of multi-disciplinary country team consisting of a combination of MCC staff, consultants and contractors overseeing country programs involving projects in one or more of the following TVS sub-sectors.: roads (i.e., multilane highways, primary roads, secondary roads, rural roads, urban roads, road operations and maintenance), airports, ports, railways, multimodal transport, trade facilitation and other transportation infrastructure, as well as vertical structures including (but not limited to) schools, health centers, housing, terminals, and other building facilities. Leads and/or participates in the design and development of Compacts, including, but not limited to: technical assessment of constraints analyses, concept papers, and proposals; collection and analysis of data and information to finalize proposals; coordination with consultants on feasibility assessments and on project appraisal; carrying out assessments to establish project viability and impementability; drafting portions of the internal investment memorandum and other decision documents, supporting such inputs with appropriate analyses and supporting studies. Works with MCC and host country MCA teams to develop project budgets for TVS projects and related activities at the outset of the project as well as updated estimates of costs to complete and contingency requirements during the course of project implementation. Directs and supports the development of implementation plans for Compact programs and projects using appropriate project management tools and tracks implementation progress, anticipating and identifying issues as they arise and concurrently developing optimal solutions with a view of sustainability. Works closely with the in-country counterparts and contributes to the exchange of information, co-learning, and constructive dialogue that is needed for the MCAs to fully understand MCC policies, standards, and requirements - while also considering local context, capacity and limitations. Performs related duties as assigned.

Qualifications

To qualify for pay band 3b you must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4a (GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: experience participating in or leading infrastructure programs and operations involving projects in one or more of the following infrastructure sub-sectors: roads, airports, ports, rail and other transportation infrastructure, as well as vertical structures including (but not limited to) schools, health centers, housing, terminals, and other building facilities sufficient to provide guidance and develop optimal and integrated solutions to Compact development and/or implementation challenges; experience providing advice and guidance on development and/or implementation issues related to large, complex, multi-year infrastructure projects; and experience communicating program/project concepts and results to management and stakeholders both orally and in writing.
