This position is located in the Department of Veterans Affairs, Veterans Benefits Administration (VBA) Education Service Field Operations Team, Education Service (EDU). The incumbent is responsible for coordinating and integrating work while regularly and routinely working with counterparts in other VA and non-VA agencies, along with various specialized work groups.
Duties
Specific duties include:
Analyzes and evaluates, on a quantitative and/or qualitative basis, the effectiveness of Education programs and field operations in meeting established goals, measures, and objectives. Analyzes and prepares program status reports for review at all levels.
Obtains raw data from Education Service field activities; evaluates and converts data into meaningful charts, networks, and other management tools. Uses latest program management information concepts to ensure that all segments and aspects of the Education claims processing and Education contact center program is shown in proper perspective. Conducts intensive review and analysis of proposed versus actual accomplishments. Determines alternative courses of action and recommends changes in program goals based on trade-offs in time, cost, and manpower requirements. Identifies and analyzes priority areas or functions for emphasized coverage due to mission interest, urgency, publicity, or other needs.
Interprets findings resulting from studies that are independently developed. Completes analyses of data and identifies programmatically significant findings. Performs program cost analyses such as development of life cycle or other cost analyses of projects, or performance of cost benefit or economic evaluations of programs.
Coordinates with top management and technical project officers to develop policies, procedures, standards, and methods for collecting, processing, analyzing, summarizing, and presenting statistical, financial, cost, and performance data needed for program evaluation.
Forecasts and estimates program requirements using special reports, statistical and graphical analysis, project summaries from schedules, flow charting, review of work methods, evaluation of obligation and expenditure rates, cost analysis, etc. Reviews program surveys, special studies, project reviews, literature searches, fact finding, etc. to identify trends, problem areas, in efficiencies and inconsistencies in operations. Uses numerous automated systems to monitor program performance, perform statistical, trend, and problem analysis, and to develop and implement new methods to control and support interrelated program areas. Prepares programmatic reports, justifications, charts, graphs, statistical and brief narrative data, etc. for top-level presentations and briefings.
Aids in the development of modifications, revisions, and the implementation of procedures to improve the effectiveness and efficiency of program operations. Plans and conducts studies directed by VBA senior management involving a wide variety of complex management problems and requiring extensive knowledge of higher headquarters plans and programs as they relate to future management plans and goals. Studies and reviews typically involve complex organizational interrelationships, and the recommended solutions require the development of new or substantially modified organizational structures, work systems, procedures, and staffing solutions. Such recommendations are controversial in nature and would have significant impact on the activity and work environment of VBA employees so that the analyst must exercise mature judgment and a considerable degree of persuasion in gaining unified acceptance of recommendations.
Participates in discussions, meetings, conferences, and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information; investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems.
Advises management of unique conditions and issues which affect program activities and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations and procedures.

This position will be located at an Education Regional Processing Office (RPO) duty station in either Buffalo, NY, or Muskogee, OK. Relocation expenses are not authorized for this position. Telework for this position is available per agency and program policy.

Qualifications

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:
Applicants must have one year of specialized experience, obtained within the last three calendar years, equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
Specialized Experience: Experience working in a cross functional office aiding or leading various administrative work/ projects associated with Education claims processing and/or Education call/contact center operations. Experience with leading or participating in formal/ informal discussions, meetings, conferences (calls) with various levels of agency administrators.
Education Substitution: No educational substitute at the GS-13 grade level.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary, although some slight physical effort may be required.
