This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for providing lifecycle management of the Civilian Senior Executive (CSE) program that includes Senior Executive Service (SES), Senior Level (SL), Science or Professional (ST), Consultants, Highly Qualified Experts (HQEs), and Intergovernmental Personnel Act (IPA) employees..

Duties

As a MANAGEMENT AND PROGRAM ANALYST (CIVILIAN SENIOR EXECUTIVE PROGRAM) at the GS-0343-14 some of your typical work assignments may include: Responsible for providing the full range of management/program analysis and evaluation for the CSE program to include manpower and personnel services. Manages and directs the CSE program as they implement, affect, and impact business transformation and improvement activities for the lifecycle management of the CSE workforce, and conducts all related HR actions to facilitate the human capital development program. Plans, programs, and develops Joint Staff-wide CSE program objectives or initiatives to enhance management of assigned functional area(s) of responsibility throughout the Joint Staff. Designs and conducts comprehensive HR related studies. Reviews existing and new proposed business practices and recommends changes to ensure continuous improvement in CSE program management throughout the Joint Staff. Develops Joint Staff CSE Leadership Development program.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Applying Program and Project Management principles and practices to develop or assess the Civilian Senior Executive (CSE) program; Analyzing a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; Utilizing advanced HR related principles, concepts, regulations, and practices, analytical methods and techniques, and seasoned consultative skill sufficient to resolve executive-level HR problems; Utilizing a variety of HR management areas to evaluate and make recommendations concerning overall plans and proposals for complex agency projects; Analyzing, designing and conducting HR studies and identifies/proposes solutions to HR problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
