This position is located in the Washington, DC Commuting Area, USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Global Health (GH), at the U.S. Agency for International Development (USAID).
Duties
Supervises all personnel and provides technical direction for contractor personnel providing support to the team. Provides administrative and technical supervision necessary for accomplishing the work of the unit.
Manage personal and/or non-personal service workforce contracts for the Bureau for Global Health. Provides technical direction/guidance to the contractor, ensuring that deliverables are completed in accordance with Agency policy.
Develops international professional and organizational development training programs for health sector professionals, training materials, information management technology and manages the full scope of organizational development projects.
Establishes training objectives, policy, and guidance. Develops, implements, and evaluates improvements to career development programs and training processes, curriculum design, development, and delivery; Establishes and analyzes training metrics.

The selective placement factors for this position:
SPF: Do you possess a current Contracting Officer's Representative (COR) Level I certification or higher? NOTE: Evidence of the COR certification and experience must be provided at the time of application.
Specialized Experience:
GS-14: In addition to the Selective Placement Factors, you MUST have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) Experience working with private sector, non-governmental organizations (NGOs), or government organizations (local, state, and/or federal), with an international focus or a focus on domestic communities that are made up of a majority of culturally diverse members; b) Knowledge and/or experience managing personal and/or non-personal service contracts as a contracting officer representative; and c) Knowledge of federal acquisition regulations related to personal and/or non-personal service contracts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements.
