This position reports to the Chief Nurse-Education, a service aligned under the Office of the Associate Director, Patient Care Service/Nurse Executive located in Honolulu, HI. Responsible for the management of all employee, nursing, and patient education.
Duties
As the Administrative Officer, you will:
Provide overall administrative management for the Education Service Line
Conduct studies on manpower, space, equipment utilization and other resource intense items
Gather and analyze budget needs of the Medical Center for the Education Service Department programs and oversees all phases of budgeting within administrative requirements
Actively participates in strategic planning, and creating and maintaining statistical data for decision making purposes
Serve as the Human Resource Office liaison on all personnel-related matters (i.e., project staffing needs, write position descriptions, develop job analyses, prepare performance plans and appraisals, draft disciplinary and adverse actions
May chair or participate in committees, task forces, or work groups involving coordination and implementation of educational initiatives or training
Review, analyze, and interpret incoming request, recommend appropriate actions, or suggest appropriate alternative
Plan, coordinate, and monitor programs to improve processes and decision making
Work Schedule: Monday - Friday, 7:30am to 4pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to experience that provided the: 1) Expert knowledge in administrative functions that include budget, finance, space planning, and general administration management; drafting correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues; 2) Identify and perform routine liaison tasks to support the organizational planning process; 3) Manage administrative aspects of office moves, office construction, and other facility improvements, including furniture, equipment, telephones, and short-term storage; and 4) Formulate and interpret professional policies and procedures and defining their administrative requirements and providing advice on related issues.. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements: The work is mostly sedentary. The work requires walking, standing, bending, and carrying light items such as books, papers, files, and intermittent moderate physical activity of pushing, pulling, carrying not more than 45 pounds of weight.
