The incumbent will serve as a Controlled Substance Pharmacy Technician and is responsible for implementing and improving Pharmacy customer service activities and assisting pharmacists in all functions performed in the pharmacy for the Butler VHA Medical Center Pharmacy Service. The incumbent will serve as a pharmacy technician in this VHA Medical Center and is responsible for assuring facility compliance with all applicable laws, regulations, directives, policies and procedures. The incumbent must be familiar and knowledgeable with the technical and administrative aspects of all areas of pharmacy practice. Rotational tours of duty are necessary for the continuity of patient care. Incumbent will strive to constantly improve work flow and suggest changes in the medication distribution systems to increase efficiency. He/she is totally involved in implementing and improving Pharmacy customer service activities. Unit Dose and Ward Stock Medication Management Performs final review of medication to be dispensed to inpatient areas (unit dose carts) utilizing the tech-check-tech methodology. Operates all pharmacy equipment in assigned areas. Fills ward orders initiated by nurses and automatic replenishment orders initiated by a pharmacy technician. Answers questions from pharmacy and non-pharmacy personnel regarding drug distribution. Inventories and replenishes emergency carts (crash carts) and automated dispensing machines making sure all drugs are in date, intact, and suitable for administration. Compounds and/or reconstitutes oral or external medications (non-sterile) without a second review. Uses tech-check-tech function when checking another pharmacy technician's work. Is responsible for all aspects of the automatic replenishment/ward stock program, for the delivery of all inpatient drugs to the unit areas, and for the repackaging of medication consistent with usage requirements while maintaining the appropriate records. Sterile Compounding Accurately prepares Intravenous Piggybacks, admixtures, large volume IV's daily and in sufficient quantity to cover the period over which these medications will be required and within appropriate expiration dates. Consistently displays competency with good manufacturing practices and sterile technique through demonstration and/or actual work performance. Non-Sterile Compounding Responsible for manufacturing all products needing prepared through compounding. Interpreting provider's orders and selecting and measuring appropriate ingredients. Mixing ingredients in a safe and effective manner and inspecting the final product for accuracy and suitability. Labeling the product, maintaining records of the manufacturing process, and supplying the product for delivery within a time frame consistent with administration requirements. Outpatient Dispensing Is able to read, interpret, and fill prescriptions under the direct supervision of the legally responsible pharmacist. Fully proficient in the use of medication filling equipment, employing proper labeling requirements, operating procedures, robot maintenance, and utilization of corresponding documentation logs. Assists the pharmacists in all aspects of this program and assumes initiative in solving problems that do not require licensure. Communicates effectively both by phone and face to face with veterans, veterans' beneficiaries, co-workers, and other medical center staff with professionalism and respect. Operates and maintains complicated pharmacy equipment including the ScriptPro Robotics, ScriptTalk printers, computer equipment and label/paperwork printers, and fax machines. Maintains clean, well-stocked, and organized work areas in the Pharmacy. Assists in training of other technicians, volunteers, and students. Assists pharmacists in all functions performed in the pharmacy. Controlled Substance Medication Management Fills and mails by appropriate route, controlled substance prescriptions. Maintains accurate electronic inventory through decrementing prescriptions, entering received inventory, transferring to automated dispensing cabinets, and dispensing on green sheets. Maintains all required controlled substance records for a time period dictated by Federal rules and regulations. Prepares DEA 222 forms and applicable VA forms, as necessary, for the ordering and reverse distribution of non-usable controlled substances. Maintains all required DEA logs for order and receipt. Resolves controlled substance discrepancies and staff controlled substance issues referring to applicable policy. Ensures the Pharmacy Service adheres to all rules and regulations set forth by: DEA Regulations on controlled substances, 21 CFR Parts 1300 to end. All MCM's relating to controlled substances. All VHA Handbooks and Directives relating to controlled substances. Work Schedule: Monday through Friday 8a-4:30p AND 8:30a-5p rotating. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education or Experience. A high school diploma or equivalent; or at least 3 months experience. Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above. Physical Requirements. See VA Directive and Handbook 5019. English Language Proficiency. Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. Grade Determinations: GS-7 Pharmacy Technician Experience:One year experience at the next lower level (GS-6) and must fully meet the KSAs at the next lower level. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk: 1. Ability to evaluate, analyze workflow, and coordinate work activities. 2. Ability to independently gather, evaluate, and analyze data to generate reports and/or for other projects/statistical purposes.*3. Knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff 4. Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment. 5. Comprehensive knowledge of the procurement and formulary process. 6. Comprehensive knowledge of investigational drug policies and procedures. 7. Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures. 8. Comprehensive knowledge of, and ability to, analyze data in VA information systems.
