About the Position: Picatinny Arsenal is the Joint Center of Excellence for Guns and Ammunition, providing products and services to all branches of the U.S. military. Nestled in the northern New Jersey Highlands, our team of more than 6,000 personnel includes Soldiers, Sailors, Airmen, Marines, U.S. Federal employees and contractor personnel who lead in the research, development, acquisition and lifecycle management of advanced conventional weapon systems and ammunition.
Duties
Serves as a Supervisory Police Officer for the Directorate of Emergency Services, Picatinny Arsenal Police Department with overall command and control responsibility for all law enforcement patrol operations
Responsible for the operational status of all police officers assigned to the shift who are involved in law enforcement, traffic control, investigations, and patrol activities.
Responsibile for all law enforcement patrol operations within a specific geographical area of the installation and administrative duties.
Maintains communications with mobile patrol units and posts and passes directions and information to subordinate law enforcement supervisors and law enforcement officers. coordinates emergency responses between law enforcement, security, fire.
Supervises investigations not referred to detectives in areas such as, but not limited to, thefts, assaults, illegal drug possession and domestic disputes.
Coordinates desk operations with prior and succeeding shifts and ensures that incomplete actions are fully understood. Uses the National Crime Information Center (NCIC) and other local networks.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs
- This position has been designated "Mission Essential".
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
- This position requires rotating shift work to provide coverage on evenings, weekends, holidays, or special situations.
- Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
- This position requires certification in cardiopulmonary resuscitation with Automatic External Defibrillator (AED) training.
- This position requires the employee to use personal protective equipment provided by the employer.
- This position requires the incumbent to meet eligibility for the Individual Reliability Program IAW AR 190-56.
- Incumbent must be proficient in the use of assigned firearms, pass an initial qualification, and must qualify bi- annually thereafter in the use of assigned firearms.
- Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
- Incumbent must participate in regularly scheduled training in the techniques of use of force, counter-terrorism, first aid, firearms, search and seizure, security operations and law enforcement.
- Works in an office and outside with possible exposure to inclement weather at any time.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes: (1) Experience performing law enforcement duties such as prevention of and response to emergency situations; (2) Experience enforcing a wide range of law enforcement/security laws, traffic codes, regulations, directives, and procedures; and (3) Experience leading employees in the area of security or law enforcement. Specialized experience would typically include but is not limited to: experience in Federal & State laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in performing criminal investigative duties; or in other work that provided the required knowledge. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-08).
Selective Placement Factor: This position has selective placement factor which must be met prior to employment and for continued employment. This position requires the incumbent to have been successfully graduated from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General.
