The candidate is a motivated individual responsible for coordinating and growing the National VA HIV Telehealth Collaborative Care Program (HIV TCC) a Promising Practice grant funded program through the Office of Rural Health and the Veterans' Rural Health Resource Center (VRHRC). This individual will use program management, grant reporting, and statistical expertise for ongoing quality improvement and outcomes measurement in infectious disease telehealth clinical care.
Duties

NOTE: This is a TERM appointment (not-to-exceed 1 year). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4-year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.
The incumbent assists in the development and implementation of strategic programs to support research that will lead to better utilization of VA healthcare and to improve the care of veterans including improved clinical outcomes specifically in telehealth and rural veteran outreach. The techniques of analysis are complex, and the incumbent may be called to combine techniques from multiple statistical and other data management programs.
This person monitors and reviews data from multi-site studies and projects, problem solve difficulties with subject recruitment, data collection, or entry issues and general project procedures. Responsible for obtaining or preparing outcome reports for outreach site on a regularly scheduled basis. Will interact with local VA's and VA hospitals nationally within the larger health care services research network. This individual participates in formulating and administering plans and policies designed to meet research/development program objectives.
Provides information and makes recommendations on technical issues and research directions where quantitative background information may be lacking. Provides technical expertise to program managers or program coordinators for a specific scientific program.
Responds to requests for information or assistance. Plans, develops, reviews, evaluates, and directly participates in the establishment and implementation of specific projects and objectives. Reviews information and Gantt charts; applies standard analytical techniques, evaluates workflow to determine potential problem areas. Develops recommendations and proposals to implement corrective actions in areas to improve coordination between multi site teams, hospital departments.
The incumbent providers technical expertise and consultation in the application of statistical therapy and technique in the collection, compilation, analysis and interpretation of quantitative information on the variety of the medical-related subjects. This individual also will also provide guidance on the planning, development, organization, and operation of statistical software for collecting, vetting, adjusting, processing, summarizing, and presenting information expressed numerically.
The integrity of the data obtained from the study is dependent and subsequent data analyses programs. This person will develop a data-based system tailored to the unique and varied requirements of a given study. This includes the development of an original and unique data editing system that assures the accuracy and consistency of all study data prior to analysis.
Work Schedule: Monday - Friday (8:00 AM - 4:30 PM)

Qualifications
One (1) year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience providing management advisory and technical services on principles and theoretical concepts of principle and practices in research methods and statistical analysis. Proficiency in MS PowerPoint or other comparable graphics software to develop presentation materials. Proficient with statistics/data management software and programming languages us for statical analyses (such as; SAS, SPSS, S-Plus, R, Excel, TeleForm, Access, MSSQL, Oracle, Virtual Basic, SQL, JCL/Mainframe SAS).-OR-
Successfully completed three (3) full years of progressively higher-level graduate education or doctoral degree (Ph.D. or equivalent) related to this position. This education must have been obtained at an accredited college or university. Qualifying education would include a major in a health science, allied scientific or information technology field such as health informatics, information science, health care administration, computer science, individual and public health care, or biomedical research. An equivalent combination of successfully completed higher level graduate education and specialized experience, as described above, which meets the total experience requirements for this grade level. NOTE: Your experience must be documented in your resume and transcripts are required.

Physical Requirements: Work is primarily sedentary; however, there may be some walking, standing, bending, and carrying of light items such as papers, books, and files. No special physical demands are required to perform the work. A standing work desk can be utilized to alleviate time sitting during duty hours.
