This position is located in the Washington, DC Commuting Area in the Bureau for Development, Democracy and Innovation at the U.S. Agency for International Development (USAID).

Duties

Bring significant expertise related to development finance (debt financing, loan guarantees, equity, feasibility studies, investment funds, political risk insurance) and blended finance that enable USAID to address critical development challenges. Utilize expertise of development finance concepts to represent USAID in the development finance community, including by leveraging relationships with development finance institutions (DFIs), the private sector, and other U.S. Government agencies. Lead USAID coordination while bringing together Agency-wide perspectives and learnings to explore untapped potential for collaboration to bolster USAID’s role within development finance, blended finance, and mobilizing finance for development impact. Bring expertise in development finance to deepen Agency knowledge of the most relevant trends, dynamics, and actors to more effectively drive change at scale and develop strategies around the Agency’s engagement within development finance. Serve as technical expert providing intellectual leadership demonstrating the value of engagement with USAID and the U.S. International Development Finance Corporation to key internal, external and interagency audiences using knowledge and expertise.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. Specialized Experience: GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) developing finance applications to include debt financing, equity, investments, feasibility studies, investment funds, political risk insurance, and technical assistance to enable an organization to address critical development challenges; (b) experience developing and maintaining partnership with financial industry stakeholders to coordinate and engage on critical private enterprise, trade, business and industry issues, and to deepen the organization's knowledge of the most-relevant trends, dynamics, and actors to effectively drive change at scale; (c) preparing thorough, written and oral recommendations for senior officials for high level policy determinations impacting multiple federal government agencies or private sector stakeholders; AND (d) designing complex international programs or financial transactions to mobilize private investment to benefit underserved communities, utilizing development finance tools, such as debt, guarantees, equity, technical assistance and political risk insurance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position.
