The U.S. Department of Labor's Mine Safety and Health Administration (MSHA) works to prevent death, illness, and injury from mining and promote safe and healthful workplaces for U.S. miners. The incumbent serves in the capacity of both Special Assistant and Advisor and as such maintains an awareness, of the status of all major program initiatives and goals, specifically technology, data, and policy.
This position is outside the bargaining unit.
Duties
Advises on all matters concerned with the formulation and revision of overall technical policy and program goals as well as achievement strategy.
Responsible for long-range planning and will develop information and plans related to the future operations of the organization.
Generate initiatives and recommend courses of action designed to maximize the achievement of the organization in attaining the desired objectives.
Reviews organizational strategies to achieve the goals established at all levels including the Assistant Secretary, and Deputy Assistant Secretaries.
Advise on goals and strategies, organizational, and program matters based on analysis of data.
Provides expertise to senior management representatives, program analysts, safety specialists, and other professionals on quantitative analysis and data interpretation.
Provides data to stakeholders in the mining industry, including Industry Associations which are used in the enhancement and development of safety and recognition programs for their member companies.
Serves as troubleshooter and catalyst in identifying bottlenecks, evaluating problems from a technical perspective, exploring ways to resolve problems, and aiding Assistant Secretary activities.
Fully cognizant of all matters that are significant and warrant the attention of leadership whenever they are unavailable and is authorized to speak on their behalf in presenting their views as dictated by the circumstances.
Fully capable of and will represent the views and opinions of leadership in meetings and committees.
Responsible for issues involving interaction with other MSHA offices, DOL, or other interagency activities, policy, and management issues of critical interest to the Assistant Secretary.

Qualifications
To qualify for this position, your application and resume must clearly show that you possess and meet the Specialized Experience requirement as defined below.
Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal service. Specialized Experienceis the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled.
Qualifying specialized experience includes all of the following:
Planning, developing and implementing agency strategic plans and initiatives;
Establishing and maintaining effective working relationships with senior-level management within and outside Federal government;
Evaluating data, identifying problems and issues, and formulating recommendations and/or solutions;
Developing briefing/position papers, formal written reports and policies
There is no educational substitution in lieu of specialized experience at the GS-15 grade level.
