This position is located in the Employee Resources Management and Planning Division, Operation Management Directorate, Library Collections and Services Group. The position description number for this position is 366106. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. This is a non-supervisory, non-bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Duties

Serves as an advisor to the Supervisory Program Specialist and various levels of management in the Library Collections and Services Group (LCSG) on performance management programs, projects and special assignments. Assists management in developing, maintaining, and modifying performance plans and gives counsel on performance appraisals documentation and discussions. Manages change management with various stakeholders on new initiatives related to performance management.  Reviews position descriptions (PDs) and/or advises managers on alignment with performance management activities.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to employ change management.** Ability to plan and manage special projects and programs.** Ability to interact collaboratively with others.** Ability to communicate in writing. Ability to exercise judgment and discretion. Ability to communicate effectively other than in writing.
