Salary: $132 368 - 172 075 per year

You will serve as a PROGRAM ANALYST in the SURFACE WARFARE DIVISION of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Duties

You will support Science and Technology initiatives for current and and future readiness to equip the Navy's surface fleet to meet National Security Strategy requirements. You will develop new or revised Science and Technology administrative methods and processes for evaluation. You will participate in working groups for Science and Technology research development to determine capability gaps and priorities for Surface Warfare. You will recommend policy and Program Objective Memorandum strategies related to Scientific and Technology initiatives to enhance Navy Systems. You will develop Science and Technology related acquisition strategies and plans and will communicate the established program objectives to key high-level officials.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: 1) Utilizing knowledge of systems engineering processes and principles to conduct applied technology research and develop processes; 2) Evaluating program accomplishments to synthesize and summarize a large variety of information concerning operations, programmatic needs, and goals; 3) Applying knowledge of Planning, Programming and Budgeting Execution (PPBE) system and Program Objective Memorandum (POM) process to prepare long-range and short-range planning guidance in accordance with broad agency program policies and objectives to analyze the credibility of planning estimates through comparative analysis; 4) Resolving complex problems or controversial issues with system capabilities and acquisition requirements while maintaining a working relationship with key stakeholders; 5) Negotiating effectively with senior management, Commands and Program Offices to obtain resolution, implement desired initiatives, and to prepare testimony; and 6) Communicating complex technical concepts effectively with elected, appointed, and government service personnel at all levels (both orally and in writing) as well as academia and industry, to develop new insights into situations and apply innovative solutions.
