You will serve as a PROGRAM ANALYST in the Amphibious Warfare Branch (N953) of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Duties

You will assist and is engage with program offices as the resource sponsor key point of contact for all phases of the shipbuilding program. You will recommend policy, and plans crafted to support strategic messaging and/or decision-making for senior military and civilian executives and officials. You will manage the work and activities of assigned subordinates and support personnel. You will ensure team correspondence is correctly drafted with quality assurance, classified/secured, staffed and archived. You will conduct annual and/or bi-annual program reviews to maintain cognizance of programs. You will coordinate and develop all future amphibious combatant ship requirements; Program Objective Memorandum (POM) development activities; Joint Capabilities Integration and Development System (JCIDS) processing.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Coordinating and developing all future amphibious combatant ship requirements; Program Objective Memorandum (POM) development activities; Joint Capabilities Integration and Development System (JCIDS) processing; N953 Planning. Programming, Budgeting and Execution (PPBE) activities for future and new construction amphibious combatant ships; and routine coordination and interface with the staff of senior Navy component staffs. Coordinating the development, planning, approval, execution, and briefing of Gate Reviews and Joint Capabilities Integration and Development System (JCIDS) documents to include, but not limited to Capability Based Assessments, Initial Capability Documents. Analysis of Alternatives, Capability Development Documents, and Capability Production Documents. Assisting and engaging with program offices as the resource sponsor key point of contact for all phases of the shipbuilding program. Coordinating with executing activities and stakeholders (including Systems Commands and Program Executive Offices, U.S. Fleet Forces Command, Expeditionary Strike Group staffs, Marine Corps headquarters and doctrine development organizations, field activities, Office of Naval Research. and industry partners) on issues that involve, but are not limited to, development of cost estimation data, full spectrum Doctrine, Organization, Training, Material, Leadership, Personnel and Facilities (DOTMLPF) analysis and programmatic support, technical maturity, scheduling and planning, program/project execution; and production and management of required supporting documentation. Monitoring rates of obligation and expenditures for appropriated funding aligned with programs in support of future and new construction ships to ensure compliance with annually-mandated rates. Conducting annual and/or bi-annual program reviews to maintain cognizance of programs.
