This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Federal Coordinated Health Care Office, Program Alignment Group (PAG).
As a Social Science Research Analyst, GS-0101-13, you will develop and use survey, market research, and statistical methodologies and techniques to analyze and conduct studies of assigned HHS programs.
Duties
Conduct analyses of the quality and performance of HHS health and human services programs to identify areas of disparities.
Analyzes and evaluates a broad range of inputs which relate to health care financing, and delivery systems to make actionable recommendations to the leadership regarding technical acceptability and feasibility within available resources.
Synthesize data and communicates results of research to staff and leadership, to inform potential improvements in policy and/or operations for individuals dually eligible for Medicare and Medicaid.
Perform substantive technical and policy review of sensitive correspondence/reports to assure
consistency with existing or emerging policy.
Maintain continuing contacts and working relationships with health and social scientists within and outside the agency, who are working in the same or related fields, drawing on their thinking in formulating and carrying out studies and analyses.

In order to qualify for the 13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Utilizing social science methodologies to develop studies or research protocols assessing healthcare quality programs and (2) using statistical software packages such as Statistical Analysis System (SAS), Statistical Package for Social Sciences (SPSS), or Stata to analyze data through linear regression, logistic regression, survival analysis, or other techniques.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
Degree: behavioral or social science; or related disciplines appropriate to the position.
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
