This position is located in the United States Mint, Manufacturing Department, Denver, Colorado. The purpose of this position is to assist the Plant Manager, Assistant Plant Manager, facility managers, and other stakeholders in the overall planning, training, direction, coordination, evaluation, and implementation of Occupational Safety, Health, and Environment (OSHE) programs.

Duties

The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Safety and Occupational Health Specialist, you will: Develop facility-wide safety and environmental programs, procedures, and guidelines designed to comply with specific regulatory requirements, such as, but not limited to: confined space entry, hazardous waste, chemical spill response, fire emergency response/evacuation, workers' compensation, and hazardous communication. Evaluate all of the plant's hazardous materials, associated industrial and plant engineering work protocol, and conduct inspections of all work areas of the assigned plant; ensure compliance with OSHA, NFPA, and EPA regulations. Compile and maintain statistical and detailed data on accidents and injuries that occur within the assigned facility, as well as related data on all staff within assigned facility. Serve as the technical advisor for disseminating guidance to plant management concerning the plant's compliance with emissions regulations from federal, state, and local governing bodies, organizations, and stakeholders.

Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: - Experience leading the overall planning, direction, coordination, evaluation and implementation of a comprehensive safety, environmental hygiene and occupational health program. OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR - You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first two years 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. Specialized experience: For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: - Providing comprehensive and technical support work in connection with the operation of special safety and environmental programs. OR You may substitute education for specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR - You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Education must include major study as follows: safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
