About the Position: : Ft. Meade is located between two major cities, Baltimore and Washington D.C., and approximately 11 minutes from an International Airport. Ft. Meade is a hub for the joint services, Air Force, Army, Coast Guard, Marines & Navy. In addition to many recreational activities, you can tour the historical sites of Annapolis; visit the White House in Washington, D.C.; or attend a football, basketball or baseball game with one of professional and college teams in the area.

Duties

Inspects contractors performance at owners residence and at warehouse during packaging, packing, crating, loading, shipping, unloading, uncrating, and unpacking. Identifies and checks to see that loading or unloading is done in a way to prevent damage and contract specifications are being followed. Documents, reports and tracks agent/carrier performance clearly and accurately on a daily basis. Reports repetitive violations, recommends punitive action, compiles and provides supporting documents and regulations for review and action. Inspects van and packing material are clean, packing methods are proper, correct types and sizes of containers and packing material are used for each type of item, adequate cushioning is used, moisture barriers and waterproofing material provided. Identifies deficiencies in packing methods and requirements in order to determine extent and severity of any potential problem area. Verifies books, papers, and equipment as professional items and determines net weight of shipment. Assists customers in determining the validity of excess costs. Advises property owner of the service to be expected from the carrier. Performs damage inspections when requested by shipper, carrier or claims office. Performs witnessed weighs/reweighs on shipments as required. Contacts freight terminals as needed; checking for astray freight, endeavoring to identify receiver and destination of frustrated or mismarked shipments. Ensures inventory is complete and report on damage and missing items is accurate. Inspects crates and material for overseas or domestic shipment and rejects those not meeting specifications. May halt work or notify supervisor and Contracting Officer Representative of noncompliance with contract. Provides counseling and assistance on a wide variety of transportation services to DoD personnel and their families. Assists customers by providing information concerning the claims process, professional gear, contractor information and resolving disputes with the contractor. Generates Daily Inspection Schedule for purposes of establishing inspection requirements. Processes inbound/outbound inspection data through Transportation Operational Property System (TOPS), Defense Property System (DPS) and/ or other required systems. Inspects contractors warehouses to determine that storage methods are proper, adequate protection is provided against fire, flooding, insects, vermin, and facility is receiving adequate community fire and police protection.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • U.S. Citizenship is required. You will be required to provide proof of U.S. Citizenship.
  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Personnel security investigation required.
  • One-year trial/probationary period may be required.
  • A qualified typist (at least 40 wpm with 3 or fewer errors) is required.
  • Possession of a valid state drivers license is required.
  • May be required to work various hours to include holidays, weekends, or on-call duty.
  • Overtime may be required on short notice to include nights, holidays and weekends in support of related mission requirements.
  • Must be able to obtain and maintain a Government vehicle operation certificate, within 30 days of employment.

A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
