You will serve as a ENGINEERING TECHNICIAN in the UTILITIES AND ENERGY MANAGEMENT BRANCH of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will perform technical engineering assignments covering utilities and billing, reviewing meter readings, developing engineering estimates for facilities, and increasing the accuracy of the billing allocation program. You will ensure compliance with contractual requirements regarding rate and computed consumption, by certifying commercial utility invoices. You will use Comprehensive Utilities Information Tracking Systems and Computerized Utility Billing Integrated Control programs to develop, revise and distribute reports. You will conduct visual and predictive maintenance inspections of utility facilities, distribution and equipment utilizing staff, documenting discrepancies and providing remediation recommendations and estimates. You will assist in developing a five-year major maintenance plan for the utility systems. You will coordinate studies of the utility distribution systems to determine deficiencies and capabilities, and to analyze efficiency and effectiveness of operation. You will maintain system online diagrams, schematic diagrams, wiring diagrams, and interconnection diagrams using Computer Aided Design (CAD) systems and database management systems. You will enter equipment preventative maintenance into a computer maintenance management system, establish frequencies of Preventative Maintenance, establish job plans, required tests, procedures, provide reports, and maintain databases.

  • You will be required to obtain and maintain a current valid United States driver’s license. The incumbent will be required to travel to and perform work at the various PWD Pennsylvania sites.
  • You will be required to obtain and maintain a current CPR certification.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Performing technical engineering duties related to utilities metering and billing; 2) Analyzing and consolidating data to validate reports and invoices related to utility billing; 3) Using computer software and databases to develop reports and maintain historical trends; 4) Gathering data, cost estimating, monitoring construction progress and performing quality control inspection in support of developing major maintenance plans.
