About the Position: This position is with Headquarters, US Army Corps of Engineers (HQ USACE), Directorate of Human Resources. Six Duty Locations.
Salary will vary depending on the duty station location.
Position may be filled as a temporary promotion NTE 3 years by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years and may be made permanent without further competition.
Duties
Serves as a member of the Directorate of Human Resources (HR), assisting the Director of Human Resources in establishing and managing a comprehensive Civilian Human Resources Program.
Provides staff advisory and consultant services to the Division Commander, District Commanders, subordinate district offices and all organizational elements.
Ensures Commands are advised on the arranging of duties and responsibilities among positions in a manner to achieve maximum efficiency and economy.
Prepares or assists in the preparation of policy issuances having Division-wide impact for all HR Delegations through Command Channels.

When a current permanent Army employees is selected for a temp promotion for activities serviced by a different CPAC, the gaining and losing activities must coordinate placement of the employee at the end of the temp promotion, prior to the action being effected.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Reviews organizational requirements to identify staffing trends, anticipated vacancies, and retention deficiencies to develop short and long-range workforce staffing plans. Advises leadership and staff members on the principles of sound HR management as it relates to workforce restructuring in consonance with controlling laws, regulations, and policies. Perform formal on-site review of HR operations using staff team members to evaluate program effectiveness, timeliness, and conformance with policies and directives.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
