About the Position: Selection for this position may be made at the GS-09 or GS-11 grade level. If selected at the GS-09 level you will be eligible for a non-competitive promotion to the full performance GS-11 level at management's discretion. Located in central New Jersey, Burlington County, Fort Dix is 72 miles southwest of New York City, 34 miles northeast of Philadelphia. Close to the Jersey shore, Fort Dix is also within short driving distance of a wide variety of leisure activities.
Duties
Provide management analysis and advisory services in support of the planning, coordination, and implementation of a variety of management, manpower, and special interest programs.
Serve as an advisor to management in the development and selection of quantitative and qualitative criteria for program evaluation.
Participate in the development of plans and operating procedures for the organization relative to Installation Status Reviews, Common Levels of Service, Strategic Management System, etc.
Interpret and disseminate guidance from higher headquarters relative to program evaluation activities.
Review and evaluate program and mission accomplishments and utilization of manpower, material, and financial resources.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience required for GS-09: One year of specialized experience which includes: 1) responsibility for analyzing and evaluating the effectiveness of program operations; and 2) administration of processes to conduct studies and receive feedback to evaluate and recommend ways to improve work operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, Business Management, Finance, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience required for GS-11: One year of specialized experience which includes 1) responsibility for analyzing and evaluating the effectiveness of program operations; 2) administration of processes to conduct studies and receive feedback to evaluate and recommend ways to improve work operations; and 3) developing management and/or program evaluation plans, procedures, and methodology. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, Business Management, Finance, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
