About the Position: This position is located in Dover, Delaware.

Duties

Develops messages to accomplish specific communication objectives. Assesses potential controversial issues having national and/or international impact. Develops communication strategies to maintain public support through effective means, to include press releases, press conferences, speeches, articles, visual information and other products as appropriate. Researches, gathers, reviews and completes Freedom of Information Act (FOIA) responses to requests. Develops budgets, writes Statements of Work, Memorandums of Understanding and directs, coordinates and supervises activities of supporting contractors.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Approximately 25% travel may be required. Travel may involve local, and or overnight.
  • May be required to work weekends or holidays to meet mission requirements.

Basic Requirements: Specialized Experience: One year of specialized experience which includes, developing media messages to accomplish specific communication objectives; assisting in generating communication strategies to maintain public support through effective means such as press releases, press conferences, speeches, articles and other various publication medias; and assisting in researching Freedom of Information Act (FOIA) requests in order to generate adequate responses. This definition of specialized experience is typical work performed at the next lower grade level in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Oral CommunicationPlanning and EvaluatingWriting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
