This position is located in the State Office of Dover, DE in USDA/Rural Development (RD). The purpose of this position is to develop and administer a statewide public information program designed to maximize public exposure and affirm the mission and objectives of RD.

Duties

Develops and transmits informational materials to a variety of publics to enhance the understanding of available programs and services. Ensures the State Director and cognizant managers/officials are fully informed on approach and feedback. Organizes, coordinates, and conducts effective employee and public meetings, workshops, field trips, or other forums designed to foster employee and public participation. Creates and disseminates photos, news releases, articles, blog posts, etc. to publicize state events.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. For GS-09 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-07; or its non-Federal equivalent that demonstrates: Knowledge and skill sufficient for establishing and maintaining effective working relationships with groups interested in or affected by Rural Development (RD) programs. Knowledge and skill sufficient for analyzing RD information program materials and offering recommendations for improving the delivery of program information to affected individuals or groups. The work consists of providing written material to effectively communicate information to a variety of public groups. The employee must decide the most appropriate group(s) to communicate with, the most effective communication methods and how to evaluate the impact of the information provided OR Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. For GS-11 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrates: Knowledge and skill sufficient for writing, editing, and reviewing news advisories, releases, government/professional correspondence, talking points, or questions and answers; Knowledge and skill sufficient for implementing communication plans for an organization; developing written communication material concerning a range of subjects related to the organization's programs; or analyzing information program materials and making recommendations for improving the delivery of program information OR Ph.D. or equivalent doctoral degree OR3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.
