About the Position: As the Department of Defense's lead laboratory for the development of medical countermeasures against chemical threat agents, the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) is increasingly called upon to provide expert analytical and consultative services related to medical chemical defense research and to the medical management of chemical casualties.

Duties

Prepares animals for research or training procedures. Coordinates all veterinary technical research support activities. Trains support staff (to include contractors), and research personnel. Leads three or more employees in accomplishing their work. Orders veterinary medical supplies and equipment. Performs injections in both small and large animal species. Records the details of all medications, treatments, or other therapies given to each animal in the appropriate veterinary medical record. Monitors budget status and keeps all expenditures within budgetary constraints.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to possess an American Association of Laboratory Animal Science (AALAS) Laboratory Animal Technician (LAT) certification before appointed to the position and maintain certification.
  • Position requires certification in the Controlled Substance Personnel Reliability Program (CS-PRP), IAW AR 190-13.
  • Enrollment in the CS-PRP is a condition of employment, which requires personnel, security, medical, and law enforcement records checks and is subject to initial and random drug testing.
  • This is a Testing Designated Position (TDP) and is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • Applicants tentatively selected for appointment to this position will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations.
  • Heavy lifting up to 30 lbs. is required.
  • This position requires the completion of a pre-employment physical examination and an annual examination thereafter to ensure the continued required level of physical health and ability or fitness to perform the duties of the position.
  • Required to obtain and maintain a valid driver’s license.
  • The incumbent may be required to go on Temporary Duty Travel (TDY) up to 5% of the time. In the event of a catastrophic emergency, requiring relocation of animals,
  • the incumbent may be required to assist in the relocation and care of animals at an alternate location. This may require prolonged absence (up to 14 days) from the normal duty site.
  • Incumbent will be required to wear personal protective clothing and equipment such as respirators, earplugs, safety shoes, etc.
  • This position has been designated "Mission Essential".
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Incumbent may be required to be on call on a rotational basis.
  • Required to work overtime or compensatory time on weekends and holidays in performance of assigned animal healthcare duties. When animals are present in the facility, employees are essential personnel and
  • must report for duty to provide for routine daily care and observation of all animals. This includes reporting for duty during emergencies, inclement weather, or in other cases of government closures and as directed by the Attending Veterinarian.

Qualifications

USAMRICD is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DE-03 payband is equivalent to the GS-09 step 1 to GS-11 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience: One year of specialized experience that is typically in, or related to the work of the position to be filled, such as: Preparing animals for research and/or training procedures (e.g. conduct and monitor general anesthesia, perform sterile surgical preparation and perform routine blood analysis procedures); Training support staff to provide all enrichment needs for both small and large animal species; Ordering necessary supplies and equipment to sustain mission requirements at all times; Maintaining all documentation in accordance to all regulations and policies regarding controlled substance procurement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-2/GS-08).
