The primary purpose of this position is to serve as Program Analyst for Community Partnerships, as advisor contributing executive leadership and expertise to the Deputy Assistant Secretary of the Air Force (Installations) within the Secretariat and ensures Department of the Air Force (DAF) policies governing community partnerships are effective and sufficient.

Duties

Apply expertise at the Secretariat (SAF) / Headquarters Air Force (HAF) level to manage development, interpretation, and implementation of policies and procedures regarding the DAF Community Partnership Program and monitors and evaluates effectiveness. Recommend solutions to Secretary of the Air Force / Installations, Environment and Energy on all matters related to installation-community partnerships policy and programs and partnership issues elevated to the Deputy Assistant Secretary-level for resolution. Maintain liaison with Department of Defense (DoD), Military Components, Congress, and non-DoD defense community organizations, as well as state and local government agencies, to implement the DAF Community Partnership program and respond to high-level inquires, to include Congressional, regarding all partnership information. Maintain files of all actions relating to these programs. Provide technical workload support, develop Air Force policy, and provide professional consultation for Headquarters Air Force (HAF), Office of Secretary of Defense (OSD), Congress and other governmental agencies on community partnership development between DAF installations and local, state, and regional governmental and non-governmental organizations. Ensure proactive communication within Department of Defense (DoD) and across Headquarters DAF functional leads to identify and develop requirements and supporting policy actions for Air Force Community Partnership Program.

  • This position is centrally managed by the Civil Engineer Career Field Program. Travel and relocation expenses will be paid.

  • May travel by military or commercial air to conferences, meetings, or other functions away from the duty site.
  • This position is subject to provisions of the DoD Priority Placement Program
  • Must be able to obtain and maintain a secret security clearance.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Overtime and weekend work may be required as workload demands.
  • Disclosure of Political Appointments is required

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Group Standard for Administrative & Management Position. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to at least the GS-13 level which has equipped me with the knowledge, skill, and ability to successfully perform the duties of Program Analyst. Specialized experience is experience which may have been gained while resolving technical and policy issues dealing with community partnerships improving organization mission effectiveness and enhancing quality of life for personnel, their families, and community members; ensuring organizational policies governing community partnership development are effective and sufficient and providing leadership, management and expertise relating to and including policy and program development to support community engagement in order to enhance overall mission effectiveness and resilience. Knowledge in the application of a wide range of qualitative and/or quantitative methods sufficient to analyze and evaluate the effectiveness of Community Partnership program (military installation-community) or equivalent partnership programs. 2. Knowledge of the Corporate Structure, interaction between higher Headquarters, intermediate-level organizations and Planning, Programming and Budgeting System. 3. Skill in analyzing new or proposed legislation or regulations to determine impact on program operations and management. 4. Ability to brief senior leadership with a high degree of confidence and professionalism, advocate and express facts and ideas in a convincing manner and negotiate with others internally and externally. 5. Ability to develop and maintain good working relationships and solid lines of communication within headquarters, external non-DoD agencies to include federal agencies and state/local municipalities. 6. Ability to plan, organize, and direct the functions, and mentor, motivate and apprise the staff of an organization; foster the high ethical standards in meeting the organization's vision, mission and goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
