About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25 Position is being filled at the GG-09/11/12/13 target GG-13 level. Duties described reflect the full performance GG-13 level. Duties will be performed in a developmental capacity under close supervision

Duties

Serve as the technical lead of a team focused on Cyber Threat Emulation (CTE) for the US Army Cyber Protection Brigade (CPB). Research current threat actors, exploitation techniques, and known vulnerabilities in order to maintain parity with past and present adversarial activity. Conduct analysis to assist network defenders with hunting and countering this activity. Provide technical advice and consultation on conventional systems projects with complex features to other professionals. Provide support for and assists in the analysis of incidents and events at the application or server/device level in order to mitigate threats. Exercise individual initiative, judgment, and ingenuity in the interpretation of complex technical data. Plan and implement new methods, techniques, and tools to conduct defensive cyber operations. Meet with intelligence consumers to establish requirements and provide overview of available intelligence products and capabilities. Determine gaps in information to enable production requests in order to fill the information gap.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
  • In accordance with Change 3 to ASR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No deception Indicated (NDI) on a periodic basis.
  • Must be able to obtain and maintain access to National Security Agency/Defense Intelligence Agency accredited facilities and networks [Military and External Affiliates Division (MEAD) Security In-Processing (SIP) process].

You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by Basic Requirement for Computer Scientist: Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. AND GG-09: Specialized Experience: One year of specialized experience which includes reviewing technical aspects of applications, statistical data, designs or proposed plans for compliance. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering or Computer Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GG-11: Specialized Experience: One year of specialized experience which includes reviewing technical aspects of applications, designs or proposed plans; performing administrative duties such as reviewing, coordinating and monitoring implementation of policies, and conducting analyses of data to support conclusion or recommendations. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering or Computer Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GG-12: Specialized Experience: One year of specialized experience which includes planning and conducting technical integration of projects, analyze requirements, implement plans, prepare contractual reports and provide technical guidance. GG-13: Specialized Experience: One year of specialized experience which includes integrating systems techniques; applying a wide range of theories, concepts, and methods of analytical, mathematical, or statistical principles and practices; responding to issues involving multiple disciplines to evaluate network performance, control and resilience. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GG-12 and GG-13 grade levels, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
