About the Position: Manages the Small Business Program as set forth by the Small Business Act (Public Law 85-536). As the Task Force Virgin Islands Puerto Rico (TF VIPR) Manager for Small Business is under authority of the Division Assistant Director of Small Business and the Task Force Commander. Serves as the expert advisor to the Commander, the Deputy for Programs Management (DPM) and TF VIPR Staff on acquisition related policy and compliance issues involving Small Business.
Duties
Serves as the lead member and acts as liaison between TF VIPR Staff and the Small Business Administration (SBA) and other federal and state agencies, concerning Small Business.
Work requires reviewing, evaluating, approving and/or rejecting acquisition documentation and justifications prepared by professional employees of which a significant portion is at the GS-13 or higher level.
Incumbent serves as technical adviser and consultant to the Commander, the DPM, and Leadership Staff on Small Business-related matters.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. Appointment may be subject to a suitability or fitness determination.
- Incumbent is required to be available for TDY up to 25% to perform mission and program objectives and Small and Disadvantaged Business Utilization responsibilities within the TF VIPR mission.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- This is a Critical Acquisition Position/Key Leadership Position as a Contracting Professional.

Basic Requirement for Procurement Analyst (Small Business):
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Managing the Small Business Program as set forth by the Small Business Act (Public Law 85-536). 2) Serves as the expert advisor on multimillion-dollar acquisition program related policy and compliance issues involving Small Business. 3) Acts as liaison between organization and the Small Business Administration (SBA) and other federal and state agencies, concerning Small Business. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
