Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is to serve as an Air Force Reserve Technician (ART) Officer to serve as the Senior ART/ Commander of the Logistics Readiness Squadron. Functions as the senior technical advisor as well as the supervisor of logistics readiness operations including but not limited to: readiness; logistics planning; resource management; supply and transportation support; procedures and systems; etc. RESPONSIBILITIES: 1. Provides technical advice and assistance to wing leadership on business processes and performance and efficiency of logistics readiness functions of the squadron/wing. Provides technical oversight for squadron plans, goals and standards for readiness and performance capabilities of the squadron. 2. Manages and performs work for providing training, resources, and systems to ensure the efficient and effective operation of installation deployment processes. Develops new approaches related to logistics workforce readiness to better support logistics services, systems and products. 3. As the squadron senior technical advisor on logistics readiness and AEF issues, performs/leads studies, and provides technical advice and assistance on development and implementation of readiness mission capabilities. 4. Represents the wing regarding logistics readiness issues at meetings within the organization and at conferences with MAJCOM, HQ USAF, DoD, and other agencies. Meetings and conferences in many cases are to negotiate mutually satisfactory agreements, to identify and resolve logistics readiness matters, and ensure concerted action by involved parties. 5. Plans, organizes, and maintains oversight of the activities of the Logistics Readiness Squadron, ensuring the planning efforts and work products and services of all the squadron functions comply with legal and regulatory requirements and meet customer needs. 6. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. 7. Plans, organizes, and oversees the activities of the Base Air Terminal Operations (Non-AMC bases). Develops and directs the implementation of short and long term operational plans, policies, and procedures of base air terminal operations activities and facilities essential to air passenger and cargo movement operations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent. Specialized experience which includes planning, organizing, and overseeing the activities of a logistics readiness operation ensuring deployment and contingency support requirements comply with legal and regulatory requirements and meet customer needs. Comprehensive knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, regulations and laws applicable to a full range of logistics management responsibilities. Ability to interpret interstate commerce laws and regulations for application to achieve national security readiness requirements for the wing. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve logistics management issues or problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include cargo and passenger movement, supply chain management, equipment and vehicles management, vehicle maintenance, warehousing, deployment planning and operations, personal property movement, global fuels and cryogenics, and logistic plans under peacetime and wartime conditions to develop and recommend policies and procedures for the squadron. 2. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. 3. Skill in analyzing issues and formulating solutions to complex problems. 4. Ability to plan, organize and direct the functions and staff of a small to medium sized organization. 5. Ability to mentor, motivate, and appraise the staff of an organization. 6. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning base readiness. 7. Ability to communicate effectively, both orally and in writing. 8. Knowledge of safety and security regulations, practices, and procedures. OTHER SIGNINFICANT FACTS: 1. This is an ART position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. The incumbent may be required to fly in commercial or military aircraft for performance of TDY. 2. Incumbent must be willing to move/transfer to another unit/ location on a lateral or promotion as directed by HQ AFRC. 3. This is a key management position in which the incumbent is required to formulate, determine or influence training policies of the unit to which assigned. 4. This incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of the responsibilities inherent in a senior command position PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
