Duties

The primary purpose of this position is: to serve as an Air Reserve Technician (ART) in a developmental capacity. As a Logistics Management Specialist serving in a developmental capacity, performs assignments designed to orient the employee in the application, basic practices and principles of Logistics Management Specialist assignments. Upon completion of appropriate regulatory requirements, military and civilian training requirements, and display of successful performance; the employee may be noncompetitively promoted to the target position of GS-09. Anticipated minimum time in grade at GS-07 before upgrade to GS-09 is 2 years. 1. Performs developmental assignments. 2. Performs recurring assignments. 3. Provides direction, development and maintenance of the wings deployment program. 4. Plans for and evaluates logistics readiness. 5. Assists in maintaining the wing's War Readiness Materiel (WRM) program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: (GS-7) Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the basic principles, concepts, and methodology used in logistics management and program analysis; applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments; communicating information clearly, orally and in writing; learning basic techniques in logistics plans for mobility, deployment, contingency and related readiness programs; gathering and analyzing basic facts and draw conclusions and learning the operation of automated data systems. SPECIALIZED EXPERIENCE: (GS-9) Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge in logistic management and organizational principles, including standardized administrative practices and procedures common to the organization or area of responsibility; knowledge of command logistics plans for mobility, deployment, contingency and related readiness programs within assigned areas; applying conventional methods to gather, analyze, and evaluate factual information concerning the effectiveness and efficiency of logistics processes, draw conclusions, and recommend appropriate action; applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of procedural or factual nature. OR GS-07 EDUCATION: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR GS-09 EDUCATION: Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: For GS- 07: Knowledge of basic principles of logistics plans for mobility, deployment, contingency and related readiness programs. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques in logistics plans for mobility, deployment, contingency and related readiness programs. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers. For GS-09: Knowledge of wing logistics plans for mobility, deployment, contingency and related readiness programs. Knowledge of logistics principles, practices, policies, and data systems in order to analyze, validates and coordinates the requirements of the functional areas. Knowledge of qualitative and/or quantitative methods to assist in the assessment and improvement of logistics plans and programs. Knowledge of and skill in applying conventional methods to gather, analyze, and evaluate factual information concerning the effectiveness and efficiency of logistic processes. Knowledge of the procedures and regulations applicable to the proper execution of support agreement. Ability to communicate effectively both orally and in writing and maintain good working relationship. OTHER SIGNIFICANT FACTS: 1. This is an Air Reserve Technician (ART) position. Must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not exceed 30 % of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA) weekends. Performs other related duties as assigned. 2. Position will not be assigned additional duties such as Unit Deployment Manager (UDM) or Unit Control Center(UCC) that conflict with their primary duties. 3. Must be able to obtain and maintain the appropriate security clearance. 4. Performs uncommon tours of duty. May be required to work other than normal duty hours which may include evenings, weekends, and/or holidays. 5. May be required to fly in military or commercial aircraft for TDY purposes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Your preference and/or appointment eligibility will be verified prior to appointment. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
