The incumbent serves as a Health Technician in the Roseburg VA Healthcare System Pathology and Laboratory Medicine Services. the incumbent is responsible for performing multiple duties in central accessioning and specimen processing area. These complex duties include reference laboratory specimen processing, clerical functions, patient testing, and outpatient phlebotomy.

Duties

Duties include but not limited to: The incumbent is responsible for receiving and preparing request for testing and specimens into the clinical laboratory and verifies the accuracy and completeness of the request. Identifies unusual conditions and discrepancies, which may cause erroneous test results. Confers with Medical Technologists on any questions of specimen integrity. Accessions all requests into the hospital computer system. Uses order entry by multipurpose ordering option and other laboratory computer options such as accessioning by ward order entry. Must properly use approximately 200 computer codes for laboratory tests. Receives telephonic inquires and corrects discrepancies with hospital personnel. Incumbent follows procedures for processing biological specimens, understands sample requirements for tests and clearly communicates those requirements. S/he separates and routes the specimens to the specific laboratory section that performs the testing. S/he assists healthcare personnel who deliver specimens by directing them to place the specimens in the proper location based on the type of testing and laboratory section. The incumbent recognizes emergency testing situations and takes necessary action to direct the specimens to the proper location. Receives all specimen for testing. The incumbent identifies unusual conditions and discrepancies that may cause erroneous test results. S/he makes decisions independently and takes appropriate action to correct and solve problems pertaining to reference laboratory tests. Serves as the reference processer for the complex specialized Hematology/Oncology sample that will include the following: Flow, Cytogenetic, and fish testing among others on both peripheral blood and bone marrow. Accepts and enters all requests for reference laboratory testing in the laboratory information computer system. S/he also orders specific tests in the computer system provided by the major commercial reference laboratory. The incumbent uses order entry, electronic health record, and the laboratory computer options to order the appropriate tests for the patient. Processes all reference laboratory specimens according to string guidelines to assure specimen integrity. Maintains a records of all specimens submitted to the reference laboratories by printing accessioning forms and shipping manifests. Ordering of supplies. Provides testing for two Community Based Outpatient Clinics (CBOCs) located in southwestern Oregon, and one Healthcare center in western Oregon. Serves as the primary contact person between Pathology and Laboratory Medicine and the CBOC. Responsible for following established safety and infection control procedures while performing patient testing duties. Performs blood drawing and other specimen for testing. Collects glucose tolerance or lactose tolerance specimens. Instructs patients in procedures to be followed prior, during and after tests, making out schedules for a patient to follow, to obtain the correct blood specimens. Prepares collection site and drawing blood cultures. Collects timed specimens such as growth hormone, peak and trough drug levels, or cortisol levels. Instructs patients in proper sterile midstream urine collection, 24-hour urine collection, non-sterile urine collection, and collection of specimens for culture and sensitivity such as ova and parasites and occult bloods. Observes and reports any physical or mental changes while patients are being drawn. S/he responds to these changes, altering the appropriate personnel if necessary. S/he performs and exhibits knowledge and skills specific to the young adult, adult, and/or geriatric patient. Provides care based on physical, psychological, education, safety, and related criteria, appropriate to the age of the patients served. Also, the incumbent follows hospital and section procedures when dealing with outpatient medical emergencies. Work Schedule: Monday - Friday, 8 or 10-hour shifts, between 6:00am and 5:00pm Position Description Title/PD#: Health Technician (Phlebotomy)/PD30652A Physical Requirements: Work is performed in a laboratory atmosphere and requires regular and physical exertion such as walking, bending, recurrent standing, and moderate lifting. The work requires specific physical characteristics and abilities and dexterity needed to perform intricate analytical and technical procedures. Entering patient information, test orders, and data in a computer may result in physical problems form the effects of repetitive motion and eyestrain. Laboratory instrumentation makes constant noises which could lead to hearing loss over long periods of exposure. The position may also require assisting geriatric and/or disabled patients. The incumbent must have normal color vision.

Qualifications

To qualify for this position, applicants must meet all specialized experience within 30 days of the date of this announcement. GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge and ability to utilize Electronic Health Records (EHR) and laboratory systems. Knowledge and technical skills to perform patient testing and verifying of test results. Knowledge and skills in phlebotomy techniques, procedures, specimen collection procedures, accession and processing. Ability to observe and report physical and or mental changes on patients. Knowledge of infection control, safety and universal precaution procedures. Knowledge of federal and state laws and regulations pertaining to laboratory accreditation. Ability to communicate effectively orally and in writing. Preferred Experience: 1 year of phlebotomy experience.
