Serves as a Health Technician (Processing) in the Roseburg VA Healthcare system. Responsible for performing multiple duties in the central accessioning and specimen processing area. These complex duties include reference laboratory specimen processing, clerical functions, patient testing, and outpatient phlebotomy.

Duties

Major Duties include but are not limited to: Collecting glucose or lactose tolerance specimens Preparing the collection site Drawing blood cultures Reference laboratory specimen processing Confers with Medical Technologists Follows procedures for processing biological specimens Takes appropriate actions to correct and solve reference lab test discrepancies Accepts and enters requests Processes all reference laboratory specimens Notify the provider of inaccuracies Work Schedule: Days vary Monday to Friday; Hours vary between 6:00 am - 5:30 pm Compressed/Flexible: May be available Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days from the closing date of this announcement, 02/08/2024. ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days from the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: phlebotomy skills such as: blood specimen collection, proper use of tubes, identify and use appropriate collection techniques, and conveys appropriate patient collection instructions; receiving and preparing requests for testing and specimens; accessions requests into the system; processes anatomic pathology specimens; packing and shipping specimens; monitor pending tests for completion; communicates specimen testing requirements and test ordering procedures with hospital personnel; identifies and prioritizes emergent testing situations; operate and maintain various types of laboratory equipment including centrifuges, refrigerators, freezers, and eyewash stations; verifies proper patient preparation, specimen collection, and transport requirements; maintain specimen shipping manifests; prepares specimen or patient testing, reagents, and add the the appropriate instrumentation; clerical support includes: execute order entry and results options, prepares referral specimens for shipment, maintain shipping certification. Note: Experience must be fully documented on your resume and must include job title, duties, month & year starting and year ending dates AND hours worked per week. You will be rated on the following Competencies for this position: CommunicationsCritical ThinkingInfection ControlMedical InformationSpecimen Collection Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed in a laboratory atmosphere and requires regular and physical exertion such as walking, bending, recurrent standing, and moderate lifting. the work requires specific physical characteristics and abilities and dexterity needed to perform intricate analytical and technical procedures. entering patient information, test orders, and data in a computer may result in physical problems from the effects of repetitive motion and eyestrain. Laboratory instrumentation makes constant noises which could lead to hearing loss over long periods of exposure. The position may also require assisting geriatric and/or disabled patients. The incumbent must have normal color vision. Working Conditions: Must annually train on exposure to formaldehyde, exposure to biohazardous substances, and general safety procedures. S/He will wear appropriate personal protective equipment to perform these tasks.
