You will serve as a INTERDISCIPLINARY ENGINEER in the ENGINEERING DEPARTMENT (N7), BUSINESS ANALYTICS & POLICY (N7XBAP) of MILITARY SEALIFT COMMAND.

Duties

You will independently take appropriate action in planning, execution, accuracy and timeliness of assigned activities. You will participate/support Command business analysis programs, develop, and maintain business analytics metrics and process that support both Command and N7 requirements. You will execute a wide range of technical and engineering studies and economic analyses for N7 Engineering Ashore involving cross program issues affecting all or individual vessel classes. You will prepare and present technical reports and papers on important and highly complex engineering matters based on maintenance analytics that may influence current and future maintenance, management and advise the Deputy Director. You will prepare time, cost, budget and justification for the annual requirements estimates for support of ashore management analytics. You will develop categorizations, analysis procedures, and performance metrics for a wide variety of ashore and afloat data captured in MSC N7’s programs of record, including SAMM. You will use software such as Tableau to develop N7 visualization dashboards and reports. You will identify outliers, areas for process improvements, and provide inputs to N7 and MSC Quality Management System Directives, Procedures, and Work Processes, based on data analysis and findings. You will work with Ashore and afloat data including Contract Change Orders (CCOs), MSC TRANSALT development and execution metrics, Voyage Repair Requests, Casualty Reports, regulatory body requirements, and inspections. You will work with Port Engineer Visual Inspections (PEVI), ship inspections, Vessel Self Assessments (VSA), condition reports, alteration requests, sponsor requirements, preventive and condition monitoring systems, deferred work, and other areas.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Expert experience applying knowledge of management data analytics sufficient to support development, review and evaluation standards, policy identifying and coordinating areas for improvements. Expert experience of marine engineering, naval architecture, automation or electrical systems, maintenance management, main and auxiliary machinery systems and controls, and material readiness with specialized knowledge of commercial ship operations reduced manning, commercial regulatory body requirements, and commercial marine maintenance standards and procedures. Experience in develop engineering policies and procedures and maintenance management systems; analyze management information and develop appropriate solutions to respond to requests; organize and present highly technical data to senior leadership using creative and innovative presentations. Experience of regulatory body (ABS, USCG, etc.) requirements for operation, maintenance and repair of vessels in the United States; review and evaluate work of engineers ashore and aboard vessels to add value to design changes, based on engineering knowledge of fleet wide problems. Experience in communicate orally and in writing, with internal personnel and numerous contractors and representatives of other organizations on wide ranging controversial, sensitive, marine engineering problems. Individual Occupational Requirements Basic Requirements: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
