***THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.*** This position is for a Financial Management Analyst, Position Description Number T5127000 located in Joint Force Headquarters Georgia, United States Property and Fiscal Office (USPFO), Comptroller Division, Pay and Exam Branch at Clay. This is a full time Permanent Excepted Position that DOES NOT require a National Guard commitment. Open to: All United States Citizens.

Duties

As a Financial Management Analyst, GS-0501-09, you will: Review substantiating and supporting pay authorization documents for propriety, authentication, and accuracy for compliance with applicable regulations, policies, and precedents. Resolve the most difficult pay problems including extensive research, review, and application of prior pay and tax laws, regulations, and entitlements. Determine eligibility of pay entitlements using current and superseded rules and regulations governing each type of pay. Examine records, original orders, and all substantiating documentation to determine whether pay entitlements and/or tax refunds exist and if credit and/or payment of pay and allowances are in accordance with prescribed administrative regulations and procedures. Responsible to assist in the training and development of the Financial Services Technicians assigned to the section. Required to have extensive knowledge coding in GFEBS, CAPS-W, MYUNITPAY, JSS, DMO, DTS, and DCPS. Entrusted to act as the backup TASO and certifier in systems directed by the Supervisory Financial Technician. Review for accuracy and timeliness on of all supported customers pay entitlements through appropriate DFAS Systems. Perform other duties as assigned.

  • THIS IS A FINANCIAL MGMT LVL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code section 1599d
  • You are required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position.
  • Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Irregular and overtime hours may be required to support operational requirements or contingencies.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: monitoring pay accounts that require a complex analysis, review, and input of corrective actions to include the calculation of complex tax issues involving legislative rulings and various pay allowances and entitlements, work reconciliations and resolution of the most diverse accounts concerning Soldiers, Civilians, and Vendors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resource Management or Business Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Certification: FINANCIAL MANAGEMENT LEVEL 2.

Education

ARE YOU USING YOUR EDUCATION TO QUALIFY? You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

Undergraduate Education: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements for many positions covered by this standard. Others have individual occupational requirements that specify that applicants must, in general, (1) have specific course work that meets the requirements for a major in a particular field(s), or (2) have at least 24 semester hours of course work in the field(s) identified. Course work in fields closely related to those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours.

Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
