THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Supervisory Financial Specialist, Position Description Number T5125P01 and is part of the USPFO - Georgia located in Marietta, Georgia. This a full time, Excepted Permanent position that does not require a National Guard commitment. Area of Consideration: Open to all on-board federal employees or technicians within the Georgia Army National Guard that are assigned to USPFO - Georgia.

Duties

As a Supervisory Financial Specialist, GS-0501-12, you will: Exercise supervisory personnel management responsibilities. Advise and provide counsel to employees regarding policies, procedures, and directives of management. Select or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develop, modify, and/or interpret performance standards. Explain performance expectations to employees and provide regular feedback on strengths and weaknesses. Hold employees responsible for satisfactory completion of work assignments. Appraise subordinate workers performance ensuring consistency and equity in rating techniques. Recommend awards when appropriate and approve within-grade increases. Hear and resolve employee complaints and refer serious unresolved complaints to higher level management. Initiate action to correct performance or conduct problems. Effect minor disciplinary measures such as warnings and reprimands and recommend action in more serious disciplinary matters. Prepare documentation to support actions taken. Identify employee developmental needs and provide or arrange for training (formal and on-the-job) to maintain and improve job performance. Encourage self-development. Approve master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharge security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognize and take action to correct situation posing a threat to the health or safety of subordinates. Apply EEO principles and requirements to all personnel management actions and decisions, and ensure all personnel are treated in a manner free of discrimination. Periodically review position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explain classification determinations to subordinate employees. Manage, direct, and execute wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay) for States USPFO customers which require the development of policies and procedures unique to each command in an environment of constantly changing priorities and missions. Develop policies, coordinate, and perform all military pay functions for organizations at all levels of serviced installations. Develop an effective implementation of Standard Operating Procedures (SOPs) for all areas of responsibility; and ensure that training needs are planned and implemented on a timely basis to meet constantly changing policy and procedures. Provide expert interpretation on DoD and DFAS regulatory and administrative guidelines in accordance with generally accepted principles relating to wide spectrum pay operations previously mentioned. Confer and resolve all problem areas related to the branch's administrative and functional responsibilities in relation to DCPS and its related accounting interfaces. Ensure the accurate processing of payroll, debts, and miscellaneous entitlements, while applying quality assurances techniques. Assist with resolving complex functional problems within the pay system and affected customers. Develop recommendations for actions under uncertain conditions and short and rapidly changing program deadlines, facilitate the resolution of controversial payroll problems for the serviced State USPFO customers, and help ensure proper interfaces with appropriate DoD and other financial systems. Conduct analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation. Manage the review of a variety of financial policies, guidelines, data, documents, reports, processes, and procedures to determine trends preventing accurate payments. Identify actual and potential problem areas and develop actions and taskings to improve operations, correct deficiencies and resolve all discrepancies, differences and problems posed by internal and external sources. Direct the preparation, analysis, reconciliation, consolidation, and submission of all required finance reports within established deadlines to higher level management. Execute policy made at higher levels and provides policy, administrative and technical guidance. Exercise accountability and leadership oversight of audits and operational reviews performed by the Internal Control and Quality Review units to ensure correct and proper execution of DoD guidance, policies, and procedures with respect to all previously mentioned pay operations. Advise senior leaders of findings and recommendations for corrective action and coordinates with appropriate directorates to improve pay processes. Perform other duties as assigned.

  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Must Match what is reflected above in Assessment Questionaire.
