As a CRA/FL Compliance Policy Specialist, you will plan and direct activities associated with identifying risks and developing/providing guidance on policy issues affecting the compliance process that relates to CRA and FL (including Equal Credit Opportunity Act (ECOA), FH Act and Home Mortgage Disclosure Act (HMDA)) programs in the Compliance Risk Policy Division within Bank Supervision Policy.
This position is under the Bank Supervision Policy unit located in Washington, DC.
Duties
As a CRA/FL Compliance Policy Specialist, you will:
Serve as technical expert and specialist on whom OCC field examiners, senior management, bankers, trade associations, external partners, and consumer and community groups rely for addressing complex CRA and fair lending related compliance issues.
Develop policy issuances and revise the CRA, fair lending, and HMDA sections of the Comptroller's Handbook and review and provide feedback, as needed, on supervisory activities and findings regarding CRA and fair lending examinations, and identification of policy issues related to CRA and fair lending.
Collaborate/coordinate with the Director, other Bank Supervision Policy Directors and staff and other supervision unit staff, legal staff, and technical experts, to ensure effective and consistent compliance-related regulatory interpretations and supervisory philosophies and represent OCC as a CRA and fair lending compliance policy specialist at conferences, and at meetings with other agencies, bankers, trade associations and third party consumer and community groups, as appropriate.
Provide comments on legislative proposals and proposed rulemakings and prepare Congressional testimony and participate in briefings for testifying officials at OCC as they relate to CRA and fair lending.
Respond to requests from the Department of Treasury, Congress, GAO, other government agencies, bankers, trade associations, and consumer and community groups, requesting information on highly technical or complex CRA and fair lending matters, including Fair Housing Act compliance issues.
Supports, advises, and assists in developing appropriate tools, training, and other resources to support CRA performance evaluations, fair lending, and HMDA, examinations.
Qualifications
You must meet the following requirements by the closing date of this announcement:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-V band level or GS-13 grade level. Examples of specialized experience for this position include:
Examining, auditing, or reviewing a financial institution's compliance with Community Reinvestment Act (CRA), Fair Lending and/or UDAP laws or regulations to evaluate risk and controls in the financial services industry; OR
Identifying CRA, Fair Lending and/or UDAP risks in order to develop policies, procedures and guidance to address those risks in a financial institution or regulatory agency.
The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
