This position is in the Office of the Chief Human Capitol Officer (OCHCO), Center for Enterprise Human Resources Information Services, HR/Payroll Integration & Customer Support Services, CEHRIS Service Operations Team (CEHRIS Service Ops). The incumbent will serve as a member of a multidisciplinary team, which performs duties relating to the continued operations of all of VA's HR Information Systems (HRIS).

Duties

Provide advisory assistance to the HR community, OHRM staff, VA Central Office on the implementation and use VA's HR automated system. Develop written communications that assists in the analysis and evaluation of automated HR requirements to determine if the system meets established HR goals and objectives. Determine and advise on the potential benefits and uses of automation to improve the efficiency of administrative support or program operations. Evaluate and advise on the organization, methods, and procedures for providing HR support systems such as records, communications, directives, forms, files, and documentation. Serve as a functional and technical services specialist on the CEHRIS Service Ops Team. Participate in the development and accomplishment of plans and special projects related to the functional and technical operations and maintenance support mission of all CEHRIS solutions. Troubleshoot a wide range of incoming requests for assistance within CEHRIS' case management system and must be able to determine root cause and provide resolutions timely. Assist in gathering HR functional and technical requirements for the development and operations of VA's human resources automated systems.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify for the HR Specialist (Information Systems) position, candidates must meet the basic requirements AND grade level qualification requirements by the closing date of this announcement. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-9 level, you must meet one of the following: Specialized Experience:You must have at least one year of experience equivalent to at least the GS-7 level or pay band in the Federal service that includes: (1) Knowledge of Federal human resources processes, practices, data flow and system interaction with other Department automated HR systems. (2) HR Systems knowledge is required to analyze Human Resources needs for modification to the system and to determine the appropriate methods. OR Education: Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts required if qualifying based on education. OR Combining Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first graduate year (18 semester hours). Combining experience and education must equal 100% to qualify for the grade level. NOTE: Transcripts required if qualifying based on education. GRANDFATHERING PROVISION HR Specialists, GS-0201, employed in VA on the effective date (2/26/2023) of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: a. HR Specialists who are grandfathered into the GS-0201 occupational series may be reassigned, promoted up to and including the full performance level of a career ladder, promoted to a higher grade or changed to a lower grade within the occupation. b. HR Specialists who are grandfathered into the GS-0201 occupational series can be placed in a lead, supervisory or managerial position through an appropriate position change without meeting the basic requirements required in this standard but must meet the grade level requirements. c. HR Specialists who are appointed on a temporary basis prior to the effective date of this qualification standard may not be extended or reappointed on a temporary or permanent basis until they fully meet the basic requirements of this standard. d. HR Specialists serving on an appointment that leads to noncompetitive conversion to the competitive service may be extended on that appointment or converted to the competitive service without meeting the basic requirements of this standard, but they must meet the grade level requirements. e. HR Specialists who are grandfathered under this provision that leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Time-In-Grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
