This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This series is covered under the ADMINISTRATIVE CAREERS WITH AMERICA (ACWA) examining program. The position is being recruited at the GS-07 grade level. Must meet qualification requirements for the position and complete/pass the ACWA assessment.
Duties
Serves as a Contract Specialist in the conduct of national procurement and is responsible for all phases of the procurement cycle from initiation of the requirement through contract closeout or termination.
Applies business acumen and critical analysis in various aspects of the position.
Responsible for pre-award and post-award functions involving highly complex and specialized procurement of significant importance to the Army Contracting Command mission.
Assists other government stakeholders with the development of a requirement package in order to build a comprehensive solicitation and/or contract based on research of Federal Acquisition Regulations and government contracting policies.
Documents various forms of market research, price research, contractor responsibility, historical analysis of previously awarded contracts, alternative sources, competes and documents various forms.
Documents agreements, prepares negotiation memorandum, finalizes contract terms and supports documentation for award and secures the necessary approvals prior to award.
Communicates clearly and effectively through all methods of communication to all levels of leadership.
Coordinates responses to all oral and written inquiries, protests, and inquiries under the advisement of an attorney.
Utilizes analytical and presentation tools to communicate data and finding in order to engage and inform audiences at all levels of leadership.
These duties are described at the full performance level (GS-11). The GS-07/09 levels are developmental with promotion potential to the full performance level at GS-11.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security Clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- Must file annual financial statement.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months of entrance on duty.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Applicants will be selected at the GS-07 level. Noncompetitive promotion to the full performance level GS-11 is authorized without further competition when eligible and recommended by management.
Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience Required for GS-07: One year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes (1) Assisting in compiling contract packages; (2) Assisting in monitoring contractor performance; (3) Assisting in preparing solicitations; and (4) Assisting in the review of bids/proposals.
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization, natural sciences, social sciences, philosophy, psychology, education, communication, architecture, data analytics/computer science, healthcare admin, mathematics and management.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).
