The primary purpose of this position is to perform professional scientific/engineering work in support of projects/programs pertaining to the developmental test and evaluation of Department of Defense (DOD) and commercial Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR), weapon systems.

Serves as a consultant and expert in electronics engineering, computer engineering or computer science work involved in the application of advanced theories, concepts, and principles related to development or sustainment of systems. The incumbent works with the test teams to assure an integrated approach to test activities. This includes the identification and appropriation of test requirements and resources including modeling and simulation capabilities, system integration Laboratory support, flight and ground instrumentation support, data analysis systems, ground based test facilities, integration of weapon systems and subsystems including command, control communications, computers, cyber, intelligence, surveillance, reconnaissance (C5ISR), offensive and defensive avionics systems and related support systems test. Establishes, develops, and maintains effective working relationships with counterparts or management officials at AFMC Centers, HQ AFMC, HQ USAF, DOD, other agencies, academia, or with contractor engineering specialists. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise.

  • This is a designated Drug Testing Position.

  • DAWIA certification (Level II- desired) - must be able to obtain certification within 1-2 years of assignment.
  • Some travel may be required (less than 25%)
  • This position MAY be eligible for a recruitment/relocation incentive. Specifics will be discussed with the Selecting Official
  • At least 2 years experience as Electrical/Electronics Engineer, Computer Scientist or Computer Engineer required.
  • 2 years of Developmental Test and Evaluation experience in acquisitions programs highly desired.
  • Experience working on military aircraft offensive and defensive avionics systems, subsystems and required support systems or equipment desired.
  • May perform other duties as assigned.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. For 1550: Basic Qualification Requirement: Bachelor's degree in Computer Science OR Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have been in any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Evaluation of Education: Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable. AND Additional Qualification Requirement (Specialized Experience). Must have at least 1 year of specialized experience at the next lower pay band (NH 02), grade level (GS 11) or equivalent. Specialized experience is planning and carrying out assignments independently; conceive and define solutions to highly complex problems; can effectively apply computer software, software systems and computer hardware architectural theories, principles, and concepts to areas of responsibility. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. For 801/854/855: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Experience would include performing professional scientific/engineering work in support of projects/programs pertaining to the developmental test and evaluation of Department of Defense (DOD) and commercial Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR), weapon systems, offensive and defensive avionics system and related support systems. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. RECRUITMENT KNOWLEDGE SKILLS AND ABILITIES: 1. Knowledge of professional concepts, principles, techniques, and practices of specialized multiple engineering disciplines. 2. Knowledge to evaluate complex programs to ensure that system cybersecurity requirements, interfaces, capabilities and program factors are considered in planning, monitoring, and reviewing cybersecurity artifacts, system security engineering documents, and RMF system security plans as part of the acquisition process. 3. Knowledge of integrated aerospace vehicles, ground systems or related systems/subsystems. 4. Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions.

Education

Basic Requirements for 1550: Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus as shown here

Basic Requirements for 801/854/855: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics as shown here
