Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Office of Congressional and Intergovernmental Affairs, duty stationed in Washington, DC.
At the full performance level (GS-14) the major duties of this position include but are not limited to the following:
1. Responds to congressional inquiries, initiatives, legislation, and correspondence.
2. Prepares senior leadership for congressional briefings and hearings.
3. Prepares hearing and mark-up summaries for the Director, Deputy Director, and other BOEM staff.
4. Serves as liaison with Members of Congress, congressional committees, and staff on a multitude of issues and concerns of the BOEM.
5. Participates in the development and implementation of congressional and legislative program strategies for highly visible or national priority programs.
Salary Range Information:
GS-13: ($112,015 - $145,617)
GS-14: ($132,368 - $172,075)
BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
This vacancy may be used to fill additional positions as vacancies become available.
This vacancy is also announced as BOEM-MMAA-23-FS-155(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.
Qualifications
To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Reviewing and analyzing legislative proposals; AND
Collaborating with Congressional staff, senior officials of Federal agencies; AND
Preparing hearing reports for leadership and/or management review. MUST MEET ALL

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Developing and/or implementing a legislative outreach strategy to inform and educate members of Congress and staff on an organization's mission, programs and operations; AND
Reviewing and analyzing legislative proposals; AND
Collaborating with congressional staff, senior officials of Federal agencies and/or interest groups on sensitive and controversial issues; AND
Preparing congressional testimony and witness preparation materials; AND
Preparing hearing reports for leadership and/or management review. MUST MEET ALL.
