The FRTIB is looking for a highly qualified and motivated individual to serve as an Business Specialist.
This Job Opportunity Announcement (JOA) may be used to fill other Business Specialist, GS-1101-13 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.
Duties
This vacancy is also being announced concurrently with vacancy announcement FRTIB-24-DE-002-12140200 under delegated examining procedures. NOTE: Applicants must apply separately for each announcement in order to be considered.
The major duties and responsibilities include:
Serve as the Government Purchase Card (GPC) Coordinator, responsible for all areas of program administration and oversight.
Develops, updates, and maintains policies and procedures related to the GPC Program.
Tracks and publishes metrics related to the GPC.
Creates materials and conducts training for program office card holders. Ensures cardholders maintain compliance with all training requirements, including agency and Government Services Administration (GSA) training.
Processes purchase card applications, establishes accounts, sets monthly dollar limit thresh-holds, sets specific commodity lines, maintains a current list of all cardholders and approving officials, and closes accounts when required.
Conducts regular reviews and analysis of billing official accounts to ensure that all policies and procedures are being adhered to. Monitors card issuing bank transaction reports every month to determine if there are any potential prohibited or improper use of the card.
Performs budget planning, execution, and creation, routing of purchase requests for products and services needed for Agency operations, invoice review and routing, and miscellaneous other functions in support of the Acquisition Management Division.
Provides advice and consultation in the development and implementation of effective business operations and financial management techniques.
Analyzes project activities to track progress against milestones and objectives and identify areas of concern and potential impediments to meeting objectives and timeframes.
Resolves unusual financial management issues and problems and develops and presents recommended solutions and corrective actions.
Performs other duties, as assigned.
Qualifications
Specialized Experience:
Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-12) in the federal government. Specialized experience is defined as: (1) managing, overseeing and coordinating a Government Purchase Card Program (GPC) at the agency/organization level to include training those who have been granted delegated authority for its usage; (2) contributing to the development, updating, and maintenance of policies and procedures related to the Government Purchase Card Program; and (3) participating in the budget planning process as it relates to the GPC program.
Preferred Qualifications
The following experience is preferred, but not required:
Experience using PRISM and/or Oracle
Experience working with USBank
*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education may not be substituted for experience for this series and grade combination.
