Duties

WHAT IS THE TAX EXEMPT & GOVERNMENT ENTITITES (TE/GE) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: 1 (one) position may be filled in the Tax Exempt and Government Entities Division, Headquarters, Class & Case Assignment, Classification Group 4 in Washington, DC (DC0222). The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Evaluates and resolves Voluntary Compliance cases. Confers with customers and representatives to explain financial, legal and other significant issues involved and the applicability of pertinent tax laws, regulations and related filing requirements. Researches and analyzes data including examination results to identify industry trends, issues and problems. Identifies previously unknown potential areas of non-compliance requiring policy determinations, legal interpretations or law changes to promote voluntary compliance. Prepares technical responses to inquiries submitted by members of Congress, taxpayers, authorized representatives, government agencies and other external customers. Coordinates with agents and managers to develop national examination initiatives. Coordinates bond cases with the office of Chief Counsel and Appeals when appropriate. Participates in peer quality review programs and other quality improvement processes. Participates in technical issue and position meetings with officials of TE/GE Division, the office of Chief Counsel, Tax Legislative Counsel and representatives of other government agencies as well as taxpayers and their representatives to resolve controversial and difficult bond issues.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: legal, tax accounting, or other experience that required experience with Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled. Examples of qualifying specialized experience include: Preparing, reviewing, or applying rulings, advisory letters, memoranda, etc. related to Federal taxation. Analyzing and adjudicating tax claims, appeals, settlement offers, or similar work related to Federal tax operations. Experience working as an attorney that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations. Experience working as an accountant, auditor, or investigator that required application of Federal tax accounting principles and/or the Internal Revenue Code and related laws. Your experience must demonstrate the following: Experience working with the Internal Revenue Code, regulations, procedures, published rulings, and court decisions as they relate to tax exempt bond matters, to provide technical and analytical services to the Tax Exempt Bond program and related outreach activities; Experience analyzing difficult factual situations and applying relevant legal and administrative authority; experience writing and communicating orally complex technical positions effectively and persuasively; Networking and relationship building experience in order to develop and maintain effective liaisons with internal and external customers; experience establishing and maintaining effective customer relationships, dealing directly with others, leading discussions and conferences, and negotiating differences; and experience working independently and maximizing productive use of time. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
