This position is located in the Architect of the Capitol (AOC), Office of the Chief Administrative Officer (CAO), Supplies, Services and Material Management Division (SSMMD), Supplies and Services Branch. The incumbent is a warranted senior Contract Specialist awarding and providing administrative contract support for highly visible Senate Food Service contracts.
Duties
Duties quoted at the GS-14 grade level. If selected at the GS-13 grade level, you will receive progressively more responsible work in order to progress to the GS-14 grade level.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service.Specialized experience for this position includes:
Advanced level of procurement regulations and contracting principles, including the latest procedures and techniques, e.g., sophisticated pricing arrangements, cost accounting.
Highly skilled in negotiation techniques to serve as the lead negotiator in developing a pre-negotiation strategy.
Advanced experience in design or engineering of improvements, integrated logistics support, financial management, and their interrelationships with contracting.
Expert in cost and price analysis theory and techniques.
Experience in handling unique regulatory requirements pertaining to assigned procurements, i.e., supplies and service, including labor standards provisions and the Service Contract Labor Standards (SCLS).
Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.Specialized experience for this position includes:
Performing acquisition and contracts full life cycle processes to include pre-award, post-award functions, cost and/or price analysis;
Reviewing requests for procurement of complex equipment and services;
Preparing solicitation documents, analyzing proposals, and negotiating with potential contractors;
Administering contracts to include contract scope determinations, modifications, supplemental agreements, justifications and contract terminations;
Acquiring Services, Supplies and/or Equipment;
Interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues.
Education
Basic Requirements:
1. A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
