This position is located in the Office of Procurement, Department of the Chief Financial Office, in Washington, D.C.
Duties
Serves as a full Deputy to the Director and as such is authorized to act in the absence of the Director. Serves as the first line supervisor for the Senior Contracting Officers/Team Leaders who assign day to day work to those Contract Specialists assigned to their team, as well as the administrative support staff. As such, exercises supervisory responsibilities over subordinate staff including ensuring effective utilization of human capital and initiating corrective action, as necessary. Manages the Department of Treasury, Administrative Resource Center (ARC) execution of OPS procurement activities. Manages the operations of the procurement offices in a hybrid shared services environment including continued training, troubleshooting, negotiating contract portfolios, and functioning as the Agency's liaison with ARC. In collaboration with ARC representatives, develop business process flow, policies, procedures and standardized forms, to efficiently accommodate Agency needs. Leads Agency-wide acquisition planning to ensure acquisition deadlines are in accordance with ARC requirements. Serves as principal advisor to the Director concerning operational matters to include existing or proposed legislation. Ensures that the Corporation's procurement activities are in accordance with appropriate laws, rules, and regulations. Oversees the development, coordination, implementation and monitoring of strategic plans and annual objectives. Ensures that annual operating plans and forecasted budget support the organization's long-term strategy. Represents the Director in conferences and negotiations with internal and external organizations and has authority to speak for the Director on all procurement related matters. Participates in the development and preparation of annual and special reports and budget justifications.
Supervisory Controls:
The incumbent reports to the Director, Office of Procurement Services. Within broadly defined management parameters, the incumbent works independently exercising delegated authority. The incumbent exercises discretion and judgment in completing assignments.
Requirements

- You are required to possess a FAC-C Level III, DAWIA Level III or equivalent certification within 24 months of hire.
Qualifications
Applicants must meet the requirements of either A or B:A. Qualifications based on meeting all of the following criteria:
FAC-C Level III Certification and an Unlimited Warrant (must be obtained within 24 months of hire)
A minimum of 4 years of experience in contracting or related positions of which at least 1 year is specialized experience comparable in scope and responsibility to the upper level of the NY-04 pay band which is at, or equivalent to the GS-14 level in the Federals service. Specialized experience must include all of the following:
Experience executing complex, federal procurement activities and initiatives; and
Experience supervising/managing a staff; and
Experience developing strategic and operating plans; and,
Experience functioning as a business partner with agency/department leaders to ensure that required supplies and services are obtained in the most effective manner for mission accomplishment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Education
In addition to meeting the qualifications above, applicant who qualify under the requirement of "A" must also meet the following: Completion of a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
