Duties
Independently plan and carry out investigations into natural resources concerns.
Participate in the preparation or review of land use plans and environmental compliance documents. Implement natural resource plans by developing specific land improvement projects using highly specialized methods and techniques.
Evaluate the performance of proposed projects or plans on natural resources and recommends alternatives.
Provide technical direction to other resource specialists, complete monitoring, submit technical reports, and perform complex analysis using specialized techniques.
Prepare and quality check project files to estimate materials, supplies, and work-months, as well as leading the creation of an administrative record for litigation needs.
Lead or serve on an interdisciplinary team of BLM specialists to draft or review analysis of potential impacts to natural resources by proposed land uses within BLMs multiple use mission.

Qualifications

Basic Education Requirement (BER). I meet the basic education requirement because: I have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; - OR - I have a combination of education and experience - have completed courses equivalent to a major, as shown above, plus appropriate experience or additional education. I will provide a copy of my college transcripts.
Minimum Qualifications Requirement. I qualify for the GS-11 because: I meet the basic requirement, AND I have at least one (1) year of specialized experience, equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through federal service. Examples of specialized experience include: participating in the planning and execution of ecological or biological studies with a limited number of variables; performing established, standardized tests and analyses on a broad range of biological samples; conducting studies using established fact-finding and evaluation procedures; conducting long-term monitoring of biological or ecosystem components; working with organizations, state and local government agencies, volunteers, and local communities to implement conservation and recreation programs; Assisting in the preparation of professionally acceptable planning and/or compliance documents; or other related work; -OR- I have successfully completed at least three years of progressively higher-level graduate education, leading to a Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline directly related to the work of this position; -OR- I have an appropriate combination of specialized experience and graduate-level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The work requires the incumbent to spend time performing both office and field work. The office work is primarily sedentary and may require walking, standing, and carrying light items, such as books, small instruments or samples, and other similar materials. While at the field office, the incumbent may occasionally lift materials such as fence posts, barbed wire, and seed bags, etc., requiring lifting of loads up to 50 pounds.
Field duties involve long hours of driving, hiking, climbing, and other forms of outdoor physical activities in remote locations. Occasional project construction work may be physically demanding, such as building or removing fences, constructing wildlife guzzlers, developing springs, etc. The incumbent is expected to operate a four-wheel drive vehicle in remote areas, in complicated terrain. Other modes of transportation such as off highway vehicles may occasionally be used.
Work Environment: The work environment varies from an office setting where the incumbent has regular contact with work associates, to a field setting where the incumbent is working alone for extended periods of time in remote situations. Field work will involve outdoor exposure, including some discomfort in extremes of temperature or inclement weather. The incumbent may be subjected to hostile wildlife and physical hazards.
Education
This position falls under the General Natural Resources Management and Biological Sciences Series, 0401 Individual Occupational Requirements (IOR).
Basic Requirements - Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position -OR- Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
