This position is part of the Office of International Affairs, Department of Energy. As a Policy Analyst, you will be responsible for preparing, reviewing, and advising on foreign investment transaction to the Committee on Foreign Investment in the United States (CFIUS) and engaging other stakeholders to help ensure a secure and open investment policy.
Duties
As a full performance, GS-14, Policy Analyst you will:
Requirements
- Must be a U.S. Citizen or National.

- Obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty. Failure to obtain and maintain the required security clearance may result in the withdrawal of a job offer or removal.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing and thereafter.
- You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report.
- This position is not included in a Bargaining Agreement.
- If you are a current federal employee, appointed under this special hiring authority, you will be given a new appointment.
- You will be required to serve a mandatory one (1) year probationary period unless you meet the exceptions in 5 CFR part 315.802.
- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.
For the GS-13 must demonstrate one yer of specialized experience equivalent to the next lower grade level, GS-12 in the Federal service. Specialized experience for this position is defined as meeting all of the following:
Supporting public policy issues, policies and programs in developing and recommending legislative, regulatory, or other policy actions;
Assisting with risk analysis and mitigation, such as financial investment and/or national security risks, to recommend courses of action to senior decision makers.
For the GS-14 must demonstrate one year of specialized experience equivalent to the next lower grade level, GS-13 in the Federal service. Specialized experience for this position is defined as meeting all of the following:
Recognizing public policy issues, policies and programs in developing and recommending legislative, regulatory, or other policy actions;
Drafting and editing risk assessment reports and research papers; responding to official inquiries;
Communicate with industry stakeholders to explain national security risks and negotiate mitigation measures.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
